8 AN ORDINANCE TO REPEAL LITTLE ROCK, ARK,

10 ORDINANCE NO. 17,405 (FEBRUARY 18,1997); AND FOR
11 OTHER PURPOSES.

13 WHEREAS, on February 18, 1997, the City adopted Little Rock, Ark., Ordinance No.
14 17,405 ( "LRO ") to provide a contract without competitive bidding to the Arkansas Regional
15
16 Minority Supplier Development Council and the National Council of Contractors Association to
17 provide small business assistance services; and
18 WHEREAS, the contract contemplated a cost of two hundred and sixty two thousand
19 dollars ($262,000) an entry into such a contract was dependent upon contributions from various
20 government commissions, authorities and public facilities boards; and
21
WHEREAS, after the City adopted LRO 17,405, it was determined that no financial
22
23 assistance from these other entities was forthcoming; and
24 WHEREAS, to reduce the size of this contract is impractical and, further, to do so would
25 result in a situation in which competitive bidding is required.
26 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
27
28 THE CITY OF LITTLE ROCK, ARKANSAS:
29 SECTION 1. Little Rock, Ark., Ordinance 17,405 (February 18, 1997), is hereby repealed.
30 SECTION 2. The City Manager is directed to move forward to develop a competitive
31 selection process to choose a company that can provide technical and bonding assistance to small
32 businesses in order to enhance the ability of such businesses to compete for City contract dollars.
