HomeMy WebLinkAbout175001 ORDINANCE NO. 17,500 2 3 4 AN ORDINANCE DISPENSING WITH THE REQUIREMENT OF 5 COMPETITIVE BIDDING AND AUTHORIZING THE CITY MANAGER TO 6 7 ENTER INTO A CONTRACT WITH ADVOCATES FOR BATTERED g WOMEN, INC. TO ADMINISTER SUPPORTIVE SERVICES TO LITTLE 9 ROCK WOMEN, DECLARING AN EMERGENCY; AND FOR OTHER 10 PURPOSES. 11 12 13 WHEREAS, the Board of Directors may dispense with the requirement of competitive 14 bidding in exceptional situations where such procedure is not feasible; and 15 WHEREAS, the Board finds that an exceptional situation exists in the case of Advocates for 16 Battered Women, Inc. ( "ABW °) to justify dispensing with competitive bidding; and 17 WHEREAS, the exceptional situation which makes it impractical and not feasible to use 1s competitive bidding involves factors such as 1) ABW accepts referrals ofbattered women from the 19 Little Rock Police Department; 2) ABW's Social Services Block Grant Funding has been cut 20 21 $15,000 in FY 97 -98, beginning July 1, 1997; 3) and this contract will be used to maintain bed 22 availability for battered women from Little Rock and their children. 23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 24 THE CITY OF LITTLE ROCK, ARKANSAS: 25 SECTION '1. The Board of Directors of the City of Little Rock finds that competitive 26 27 bidding should be dispensed with for the purchase of supportive services for domestic violence 26 victims from Advocates for Battered Women as an exceptional situation exists and competitive 29 bidding is impractical and not feasible. 30 SECTION 2. The City Manager is hereby authorized to enter into a contract with Advocates 31 for Battered Women to provide supportive services to battered women and their children from Little 32 33 Rock in an amount not to exceed $15,000. 34 SECTION 3. Emergency. It is hereby found and determined that the services performed 35 by Advocates for Battered Women are essential to the peace, health, and safety of battered women 36 and their families, and that there exists an urgent need for the continuation of said services. 387 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 Therefore, an emergency is hereby declared to exist and this ordinance being necessary for the preservation of the public peace, health and safety shall be in full force and effect from and after its passage and approval.
