A ORDINANCE DECLARING THE 1999 SISTER CITIES
INTERNATIONAL CONFERENCE COORDINATOR A
PROFESSIONAL SERVICE.

WHEREAS, in March 1996, a delegation of Little Rock Sister Cities Commission
C'Commission') members, the Mayor of the City of Little Rock, and a member of the Little Rock Board
of Directors made a formal proposal to the Board of Directors of Sister Cities International to host the
1999 conference; and
WHEREAS, in competition with two other cities, the City of Little Rock C'City ") was awarded
the 1999 conference and, since that time, Commission members have met monthly to develop
preliminary plans for the 1999 event; and
WHEREAS, as the date of the 1999 conference approaches, the City recognizes the need to
assign coordination of the conference to an individual who is qualified for this assignment by past
experiences and other qualification criteria, and it is apparent that a successful conference will depend
on careful advance planning as well as an intensive level of preparation immediately before and during
the event; and
WHEREAS, the 1999 conference is expected to attract in excess of 2,500 delegates from the
United States and other nations and will have educational, cultural, and economic benefits to the City;

WHEREAS, the position of 1999 Sister Cities International Conference Coordinator includes
responsibilities and personal qualities that make it an appropriate service to be declared a professional
service because, if selection were based solely upon price, price bidding would result in an outcome
that would not meet the best interests of the City.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS;
SECTION 1. The 1999 Sister Cities International Conference Coordinator is declared to be a
professional service subject to the competitive selection process based on qualifications and other
relevant evaluation criteria other than price or cost.
