AN ORDINANCE APPROPRIATING $69,750 FROM THE
ECONOMIC DEVELOPMENT FUND TO THE DISPARITY
STUDY SPECIAL ACCOUNT FOR THE IMPLEMENTATION
OF THE FIRST TEN (10) MONTHS OF THE 24 MONTH
DISPARITY STUDY ACTION PLAN.
WHEREAS, MGT of America, of Tallahassee, Florida, is a well know and reputable
consulting firm with many years of expertise in preparing disparity studies; and
WHEREAS, in January, 1996, MGT of America entered into a contract to conduct a
disparity study of minority /women- owned businesses; and
WHEREAS, the study was completed in six months and the final presentation was made to
the Board on October 1, 1996, where MGT Representatives discussed their conclusions and pointed
out areas where the City needs to improve; and
WHEREAS, the three key points highlighted are policy, practices and program operations,
race and gender neutral programs and race and gender conscious programs; and
WHEREAS, the Minority Economic Development Program developed an action plan
outlining the implementation of both internal and external programs to approach remedying the
underutilization of W/MBE businesses.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is authorized to appropriate funds for implementation of
the first ten (10) months of the 24 month Disparity Study Action Plan.
SECTION 2. Funding in the amount of $69,750 will come from the Economic Development
Account.
