AN ORDINANCE DISPENSING WITH THE
REQUIREMENT OF COMPETITIVE BIDDING
AND AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT WITH NEW
FUTURES FOR YOUTH, INC. FOR TECHNICAL
ASSISTANCE FOR YOUTH RELATED ISSUES
AND CONTRACTORS; AND FOR OTHER
PURPOSES.
WHEREAS, the Board of Directors may dispense with the requirement of
competitive bidding in exceptional situations where such procedure is not feasible; and
WHEREAS, the Board finds that an exceptional situation exists in the case of the
City's need for technical assistance for youth related issues and contractors; and
WHEREAS, New Futures for Youth, Inc., has in depth knowledge of youth issues;
and
WHEREAS, the exceptional situation involves factors such as, but not limited to 1)
New Futures extensive knowledge of youth issues in Little Rock; and 2) New Futures
experience with the City's existing contractors and familiarity with their programs.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1: The Board of Directors of the City of Little Rock finds that
competitive bidding should be waived for the purpose of contracting with New Futures for
Youth, Inc. for technical assistance for youth related issues and contractors.
SECTION 2: The City Manager is hereby authorized to enter into a contract for
services with New Futures for Youth, Inc., subject to successful negotiation and approval
by the City Attorney, in an amount not to exceed two hundred thousand dollars ($200,000).
