ORDINANCE NO. 17,324
AN ORDINANCE DISPENSING WITH
COMPETITIVE BIDS AND AUTHORIZING
THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH SKID CAR SYSTEM,
INC., FOR THE PURCHASE OF A °SKID
CARR ATTACHMENT FOR THE LITTLE ROCK
POLICE DEPARTMENT.
WHEREAS, this device is a hydraulic attachment that is
placed on a patrol car to enhance defensive driver training;
and
WHEREAS, the device enables driving instructors to "talk" a
student through the steps to recover a vehicle that has lost
traction; and
WHEREAS, this acquisition will allow the department to be
in compliance with Commission on Law Enforcement Agencies
(CALEA) standards concerning driver training and possibly result
in reduced liability to the City through improved driver
performance.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. Because a lack of qualified suppliers make it
impractical and unfeasible to bid, the City Manager is
authorized to dispense with competitive bidding and enter into a
contract with Skid Car System, Inc., in the amount of $37,240
for the purchase of a Skid Car attachment for the Little Rock
Police Department.
SECTION 2. Funding for this purpose is available in the
current budget. The department's 1995 budget savings carryover
will be utilized for this purchase.
