2 AN ORDINANCE AUTHORIZING THE CREATION OF A
3 DEPARTMENT OF COMMUNITY PROGRAMS;
4 AMENDING ORDINANCE NO. 17,068 (THE 1996
5 BUDGET ORDINANCE); AND FOR OTHER PURPOSES.

8 WHEREAS, on December 26, 1995 the Board of Directors of the City of Little
9 Rock, Arkansas adopted the 1996 Budget Ordinance for the City; and
10 WHEREAS, the City Manager is recommending that a new Department of
11
12 Community Programs be created in order to better serve the needs of the citizens; and
13 WHEREAS, in order to accomplish the City Manager's recommendation, the 1996
14 Budget Ordinance must be amended.

16 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
17 THE CITY OF LITTLE ROCK, ARKANSAS:

19 SECTION 1. The Finance Department is hereby authorized and directed to
20 transfer Organization No. 1036 - (Fighting Back) and Organization No. 1037
21 (Neighborhood Alert Centers) from the City Manager's office as of August 1, 1996, into
22 a new department to be titled the Department of Community Programs. The estimated
23
balances in the budget for Organization Nos. 1036 and 1037 at that date should
24
25 approximate $90,000 and $540,000, respectively. The 1996 Program Budget Summary
26 attached to Ordinance No. 17,068, the 1996 Budget Ordinance, is hereby amended to
27 reflect the transfer of these organizations to the new department.

29 SECTION 2. The Board of Directors, in connection with the adoption of the
30 1996 Budget Ordinance, also approved a financial plan for fiscal year 1997. The Board
31 of Directors hereby acknowledges that the City Manager's recommended creation of the
32 Department of Community Programs includes certain staff changes, which may increase
33 the 199.7 Operating Budget for the new departments and directs that funding be secured
34
for this increase when the 1997 Operating Budget is prepared for submission to the
35
36 Board for approval.
