4 AN ORDINANCE AUTHORIZING THE CREATION OF A
5 DEPARTMENT OF HOUSING AND NEIGHBORHOOD PROGRAMS
6 AND A DEPARTMENT OF PLANNING AND DEVELOPMENT;
7 AMENDING ORDINANCE NO. 17,068 (THE 1996 BUDGET
8 ORDINANCE); AND FOR OTHER PURPOSES.

12 WHEREAS, on December 26, 1995 the Board of Directors of the City of Little
13 Rock, Arkansas adopted the 1996 Budget Ordinance for the City; and
14
15 WHEREAS, the City Manager is recommending that the Department of
16 Neighborhoods and Planning be reorganized into two departments in order to better
17 serve the needs of the citizens; and
18
WHEREAS, in order to accomplish the City Manager's recommendation, the 1996
19
20 Budget Ordinance must be amended.
21 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
22
23 THE CITY OF LITTLE ROCK, ARKANSAS:
24 SECTION 1. The Finance Department is hereby authorized and directed to
25 transfer Organization No. 1540 (Neighborhood Programs) from the Department of
26
27 Neighborhoods and Planning as of August 1, 1996, into a new department to be titled
28 the Department of Housing and Neighborhood Programs. The estimated balances in
29 the budget for Organization No. 1540 at that date should approximate $805,000. The
30 1996 Program Budget Summary attached to Ordinance No. 17,068, the 1996 Budget
31 Ordinance, is hereby amended to reflect the transfer of this organization to the new
32
department.

34 SECTION 2. The remaining divisions in the Department of Neighborhoods and
35 Planning shall be retitled the Department of Planning and Development.

SECTION 3. The City Manager is hereby authorized to transfer the sum of

3 $166,034 to the budget of Organization No. 1540 in the new Department of Housing and
4 Neighborhood Programs from the budgets of the following organizations: $90,174 from
5 Organization 1500; $43,860 from Organization No. 1510; $8,000 from Organization No.
6 1520; and $24,000 from Organization No. 1530. In addition, the City Manager is
7 authorized to transfer the sum of $20,235 to the budget of the new Department of

9 Community Programs from the budget of Organization No. 1500. The 1996 Program
10 Budget Summary attached to Ordinance No. 17,068 is hereby amended to increase or
11 (decrease) the budgets for the following organizations:

22 SECTION 4. The Board of Directors, in connection with the adoption of the
23 1996 Budget Ordinance, also approved a financial plan for fiscal year 1997. The Board
24 of Directors hereby acknowledges that the City Manager's recommended reorganization
25 of the Department of Neighborhoods and Planning may increase the 1997 Operating
26
Budget for the two new departments, and directs that funding be secured for this
27
28 increase when the 1997 Operating Budget is prepared for submission to the Board for
29 approval.
