3 AN ORDINANCE TO AMEND THE OUR CLUB
4 APPROPRIATION LINE ITEMS IN LRO
17,098 (JANUARY 16, 1996), TO
5 CLARIFY THE PROGRAM SITES;
6 DECLARING AN EMERGENCY; AND FOR
7 OTHER PURPOSES.

9 WHEREAS, the the Board of Directors passed LRO 17,098
(January 16, 1996) which appropriated Future - Little Rock
10 Initiative Funding for prevention, intervention, and treatment
11 programs, among .which is the NOur Club" program, a youth
12 development /mentoring program operated by Pulaski County
13 Juvenile Services Administration; and
14 WHEREAS, One of the program sites listed in LRO 17,098 has
been changed from Hoover to Watershed; and
15 WHEREAS, the Our Club appropriation was split into two line
16 items, instead of one; and
17 WHEREAS, time is of the essence in signing this contract.
18 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
19 SECTION 1. The two line items for Our Club in the
20 attachment to LRO 17,098 are hereby amended to read as one line
21 item as follows:
22 Our Clubs - Funding for five youth development /mentoring
23 programs operated in conjunction with YIP sites at Watershed,
Inc., Thrasher Boys Club, Step Up Center, Granite
24 Mountain Greater Friendship, and one at Panke y.... ($160,000
25 SECTION 2. Emergency. It is hereby found and determined
26 that the services performed by the Our Club contractors at
27 specific sites are essential to the peace, health, and safety of
28 the youth enrolled in said programs in order to provide a safe
alternative to gang involvement ; that there exists-an urgent
29 need for the continuation of said programs; and that the
30 execution of the contract with Pulaski County to administer the
31 contract has been unavoidably delayed which may interrupt, and,
32 thereby damage the effectiveness of the program. Therefore, an
33 emergency is hereby declared to exist and this Ordinance being
necessary for the preservation of the public peace, health and
34 safety shall be in full force and effect from and after its
35 passage and approval.
