3 AN ORDINANCE DISPENSING WITH THE
4 REQUIREMENT OF COMPETITIVE BIDDING
AND AUTHORIZING THE CITY MANAGER TO
5 ENTER INTO A CONTRACT WITH PULASKI
6 COUNTY TO ADMINISTER AND SUBCONTRACT
7 THE -OUR CLUB- PROGRAM, A YOUTH
8 DEVELOPMENT /MENTORING PROGRAM;
9 DECLARING AN EMERGENCY; AND FOR
OTHER PURPOSES.

11 WHEREAS, the the Board of Directors may dispense with the
12 requirement of competitive bidding in exceptional situations
13 where such procedure is not feasible; and

WHEREAS, the Board finds that an exceptional situation
15 exists in the case of the Pulaski County Juvenile Services
16 Administration of the Our Club Program to justify dispensing
17 with competitive bidding; and

19 WHEREAS, the exceptional situation involves factors such as
1) conducting the Our Club Program at sites identified as near
20 locations with high gang activity, 2) the need for recreational,
21 social and educational opportunities to be near those sites as
22 strong alternatives to gang activity in those areas, 3) the
23 continuity and the success of the sub - contractors in working
with gang members and high -risk youth to provide alternatives to
24 gang membership and to devaluate violence and gang activity.

26 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
27 THE CITY OF LITTLE ROCK, ARKANSAS:
28 SECTION 1. The Board of Directors of the City of Little
Rock finds that competitive bidding should be dispensed with for
29 the purchase of Our Club Services as an exceptional situation
30 exists and competitive bidding is not feasible.

32 SECTION 2. The City Manager is hereby authorized to enter
33 into a contract with Pulaski County to administer Our Club
34 subcontracts in an amount not to exceed $160,000, the amount
authorized in Little Rock, Ark. Ordinance 17,098 (January 16,
35 1996).

SECTION 3. Emergency. It is hereby found and determined
that the services performed by the Our Club contractors at
specific sites are essential to the peace, health, and safety of
the youth enrolled in said programs in order to provide a safe
alternative to gang involvement ; and that there exists an
urgent need for the continuation of said programs. Therefore, an
emergency is hereby declared to exist and this Ordinance being
necessary for the preservation of the public peace, health and
safety shall be in full force and effect from and after its
passage and approval.
