HomeMy WebLinkAbout171301 ORDINANCE NO. 17.130 2 3 AN ORDINANCE DISPENSING WITH THE 4 REQUIREMENT OF COMPETITIVE BIDDING AND AUTHORIZING THE CITY MANAGER TO . 5 ENTER INTO CONTRACTS WITH SIX 6 CONTRACTORS TO PROVIDE YOUTH 7 INITIATIVE PROJECT SERVICES AT TEN 8 SPECIFIC SITES WITHIN THE CITY, 9 DECLARING AN EMERGENCY; AND FOR 10 OTHER PURPOSES. 11 WHEREAS, the the Board of Directors may dispense with the 12 requirement of competitive bidding in exceptional situations 13 where such procedure is not feasible; and 14 WHEREAS, the Board finds that an exceptional situation 15 exists in the case of the youth initiative project services 16 contract awards to justify dispensing with competitive bidding; 17 and 18 WHEREAS, the exceptional situation involves factors such as 19 1) placing the Youth Initiative Project ( °YIP°) services at 20 sites identified by the Little Rock Police Department ( °LRPD"') 21 as sites near locations with high gang activity, 2) the need for 22 recreational, social and educational opportunities, and crisis 23 intervention services to be near those sites as strong alternatives to gang activity in those areas, 3) the success of 24 the six contractors in working with gang members and high -risk 25 youth to provide alternatives to gang. membership and to 26 devaluate violence and gang activity, and 4) the importance of 27 parental support groups meeting at sites near their homes. 28 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 29 THE CITY OF LITTLE ROCK, ARKANSAS: 30 SECTION 1. The Board of Directors of the City of Little 31 Rock finds that competitive bidding should be dispensed with for 32 the purchase of Youth Initiative Project Services as an 33 exceptional situation exists and competitive bidding is not feasible. 34 35 SECTION 2. The City Manager is hereby authorized to enter 36 into contracts with the six contractors listed in Exhibit A to 01 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 provide YIP services at the ten sites listed in Exhibit A for an amount not to exceed $425,000, the amount authorized in Little Rock, Ark. Ordinance 17,098 (January 16, 1996). SECTION 3. Emergency. It is hereby found and determined that the services performed by the YIP contractors at ten sites are essential to the peace, health, and safety of the youth enrolled in said programs in order to provide a safe alternative to gang involvement and to provide crisis intervention in the event of a gang related shooting to avoid retaliatory violence, injury and death; and that there exists an urgent need for the continuation of said programs. Therefore, an emergency is hereby declared to exist and this Ordinance being necessary for the preservation of the public peace, health and safety shall be in full force and effect from and after its passage and approval.
