HomeMy WebLinkAbout17099M = = M M 1 2 3 ORDINANCE NO. 17,099 4 5 AN ORDINANCE TO EXTEND FIFTEEN 6 CONTRACTS FOR NEIGHBORHOOD BASED 7 SERVICES THROUGH AUGUST 31, 1996; TO 8 AUTHORIZE THE' DISPENSING OF COMPETITIVE BIDDING FOR SAID 9 EXTENSIONS; DECLARING AN EMERGENCY; 10' AND FOR OTHER PURPOSES. 11 12 WHEREAS, the Board of Directors in Resolution No. 9,299 13 (December 20, 1994) allocated $600,000 to sixteen prevention, intervention, and treatment programs and authorized the City 14 Manager to execute said contracts approved by the City Attorney; 15 and 16 17 WHEREAS, the City Manager has executed fifteen of the 18 sixteen contracts; and 19 WHEREAS, several programs started late, or incurred 20 employee turnover which slowed program operations, or have' not 21 expended their full contract amount to date; and 22 WHEREAS, the individual programs have not yet been 23 completely evaluated for a report to the Board of Directors at 24 this time. 25 26 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 27 THE CITY OF LITTLE ROCK, ARKANSAS:' SECTION 1. The Board of Directors hereby finds competitive 28 bidding for contract extensions on fifteen contracts awarded in 29 Resolution No. 9,299 to be infeasible and impractical since some 30 programs started late, or have incurred employee turnover which 31 has slowed program operations, or have not expended their full 32 contract amount to date, and have not had time to be evaluated for a report to the Board. Competitive bidding is hereby waived 33 and extensions authorized for the programs listed in Section 2 34 below. 35 SECTION 2. Emergency.It is hereby found and determined that the services performed by the fifteen programs listed above are essential to the peace, health, and safety of the children enrolled in said programs, and that there exists an urgent need for the continuation of said programs or similar programs to attend to the essential needs of the children enrolled therein. Therefore, an emergency.is hereby declared to exist and this Ordinance being necessary for the preservation of the public peace, health and safety shall be in full force and effect from and after its passage and approval.
