ORDINANCE NO. 17,073
AN ORDINANCE AMENDING CHAPTER 8 OF LITTLE ROCK, ARK
REV. CODE (1988) CONCERNING ELECTRICAL CODE
REQUIREMENTS AND FOR OTHER PURPOSES.
WHEREAS, the Building Codes staff has met on numerous occasions to review and

discuss the current provision of the electrical as they relate to new and existing conditions in
structures and other related electrical installations, and

WHEREAS, the Building Codes staff has developed the following set of amendments

,0 to the Electrical Code which are recommended for adoption by the Little Rock Board of

�¢ Directors in order to strengthen and clarify standards of code compliance for all electrical

installations in the City, and
WHEREAS, such amendments are appropriate and necessary for the health, safety and
welfare of our citizens.
NOW THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1 - DIVISION 1. LRC Section 8 -88 is hereby amended by deleting only the phrase
"Chief Electrical Inspector" and the following language substituted therefor: Electrical
Inspection Supervisor.
DIVISION 2. LRC Section 8 -101 is hereby amended by deleting the phrases
"Chief Electrical Inspector" and the following language substituted therefor: Electrical
Inspection Supervisor.
LRC Sec. 8 -102 is hereby amended by deleting the phrase "Chief Electrical Inspector"
and the following language substituted therefor: Electrical Inspection Supervisor.

by the Chief Electrical Inspector." and the following language substituted therefor: "A fee of
twenty -five dollars ($25.00) will be assessed to each applicant applying for a certification by
the Electrical Inspection Supervisor."

sentence: "When final inspections are requested, it will be necessary for the electrical
contractor to arrange for the structure or structures to be inspected to be open in order that

(5) Temporary power requirements: Before any power supplied to the
permanent distribution system of a building under construction, written
notice must be submitted to this office noting the length of time the
temporary power will be needed before the final electrical inspection is
made, the understanding that the structure will not be occupied until

after the final inspection, and that the party submitting the request will
assume liability of any damage incurred as a result of disconnection of
power from the building as a result of a violation of this article. The
time limit on temporary power being furnished to the building will be
determined on the basis of need,not to exceed thirty (30) days. An
extension of time may be granted only by special permission.
(6) Work with no permit: In case it shall be discovered that any electrical
work has been installed or put into use for which no permit has been
issued, the violator shall pay a fee equal to three (3) times the permit fee
which shall have been paid for work done in violation thereof and no
additional permits shall be granted until all fees have been paid.
(b) On installations where several persons are concerned with the installation of
electric conductors or appliances, each party shall be required to pay the fees established for
such work. When a project consists of more than one (11 structure, each separate structure
shall have a separate electrical permit. For purposes of determining whether separate permits
are needed, buildings not having common attic space connected only by a canopy walkway
or similar connections shall be deemed to be a separate building. In case it shall be discovered
that any electrical work has been installed or put into use, for which no permit has been
issued, the violator shall pay a fee equal to three (3) times the permit fee which shall have
been paid for work done in violation thereof and no additional permits shall be granted until
all fees have been paid.

SECTION 3 - DIVISION 3. LRC Sec 8 -171 is hereby amended by deleting in the paragraph the
following "all - same" and the following language substituted therefor:
(a) All electrical work for light, heat, power or other purposes placed in or on any
building, structure or premises within the city of Little Rock shall beinstalled in conformity with
the rules and Regulations as laid down in the 1996 Edition of the National Electrical code as
approved by the National Fire Protection Association and in conformity with the additional
rules and regulations as set forth in this chapter. Where local rules and regulations are set
forth in this chapter, they shall take preference over any rules conflicting therewith.
(b) All electrical work of any kind and all systems shall satisfactorily fulfill the
purpose for which it is installed and all work shall be executed in a neat and workmanlike
manner. Slipshod work or work no in keeping with good electrical practice shall be classified
as defective and shall be immediately corrected by persons causing the same.

LRC 8 -172 is hereby amended by deleting in the paragraph the following phrase "The
1987 edition of the National Electrical Code" and the following language substituted therefor:

"The 1996 edition of the National Electrical Code ".
LRC 8 -173 is hereby amended by deleting in the paragraph the following phrase "The
1987 edition of the National Electrical Code" and the following language substituted therefor:
"The 1996 edition of the National Electrical Code ".
Section 210 -8(a) 1 is repealed in its entirety.
Section 300 -4(a) 1 is hereby amended by deleting in the paragraph the following phrase
"one (1) inch" and the following language substituted therefor: "One and one - fourth (1 1/4)
inch"
LRC Sec. 8 -174 is hereby amended by deleting in the paragraph the phrase "Chief
Electrical Inspector" and the following language substituted therefor: "Electrical Inspection
Supervisor
LRC Sec. 8 -175 is hereby amended by deleting in the paragraph the phrase "Chief
Electrical Inspector" and the following language substituted therefor: "Electrical Inspection
Supervisor
LRC Sec. 8 -176 is hereby further amended to insert a new paragraph to read as
follows:
"(c) All wiring in non - residential buildings except as modified by Section 8 -173 shall
be done with wire having a minimum ampacity of twenty (20) amperes allowing six (6) outlets
or receptacles to the circuit provided the load is not greater than seventy percent (70 %) of the
circuit conductor rating. Lighting loads shall not exceed seventy percent (70 %) of the circuit
rating or fourteen (14) amperes on a twenty (20) amp circuit.
(d) Single residences, apartments and condominiums shall be permitted to be wired
throughout with wire have a minimum ampacity of fifteen (15) amperes with ground except
kitchens, dining rooms, breakfast rooms, laundry rooms, bathrooms, attached garages and
outside receptacles shall be wired with wire having a minimum ampacity of twenty (20)
amperes with ground. Fifteen (15) ampere circuits may have not more than eight openings
or two bedrooms provided the number of outlets does not overload the circuit. Kitchens,
dining rooms, breakfast rooms, and laundry rooms shall not have more than two (2) duplex

receptacles per circuit. Each fifteen 0 5) ampere circuit and each twenty (20) ampere circuit
shall be protected with fuse or breaker rated at not more than fifteen (1 5) amperes or twenty
(20 amperes respectively.
(e) (1) Circuit breakers installed on multi -wire circuits that are designed to
operate all poles simultaneously shall be factory designed as one
assembly.
(2) All the electrical ranges, in residences other than split type units, shall
be supplied with conductors with minimum of ampacity of fifty (50)
amperes and shall terminate in approved receptacles. These ranges shall
be equipped with an approved pigtail of the proper ampacity for the
range to be installed. Split type units consisting of an oven and
countertop shall have a separate circuit to each according to the load
and may be directly connected to the circuit conductors. A range with
factory equipped armored pigtails shall be connected to an approved
junction box.
(3) The circuit supplying electrical ranges or dryers shall have an insulated
neutral.
(4) Radiant ceiling and wall heaters shall be on a separate circuit; the size
wire shall be governed by the amperage load.
(5) Motors of gas fired central heating systems and attic fans shall be
connected on circuits separate from other outlets; however, they can
both be connected on the same circuit as each must have a separate
manually operated switch and would not be operated at the same time.
(f) Grounding electrical conductors shall not be smaller than No. 8 gauge.
Grounding electrode conductors in residences shall be installed in conduit or steel tube from
the main line switch down the surface of the wall and through the foundation; from this point
the grounding electrode conductor mst be securely supported on approved insulators until it
is connected to the nearest point of ground. Grounding electrode conductors in buildings
where the wire is required to be installed in metal shall be installed in rigid conduit or steel
tube from the main line switch to the point of ground.
(g) (1) all wiring installed in or under concrete, asphalt paving or other type of
floor on each shall be done with approved rigid steel conduit, IMC or
rigid non - metallic conduit not smaller than thee- quarters inch (3/4 ") and
wire approved for this purpose.
(2) Aluminum conduit shall not be installed in concrete or in contact with
earth. EMT shall not be used in contact with earth. Conduit
installations for underground or slab shall be inspected before covered
or concrete is poured.

(h) All bell transformers must be fused with three (3) ampere fuses and located in
accessible places. They shall not be located in attics or other areas subject to above normal
heat.
(i) A service or grouped services shall not have more than six (6) breakers or means
of disconnect without a main. Individually owned condominiums shall be permitted to have
a separate set of service - entrance conductors which are tapped from one service drop or
lateral. Two or more subsets of service - entrance conductors shall be permitted to be tapped
from a single set of main service - entrance conductors provided individual units are separated
by two hour fire rated construction as defined by the applicable building code of the City of
Little Rock and that all electrical circuitry served by the individual meter is confined within the
unit supplied by that meter.

Service and meter size may be calculated according to the provisions found in
Article 220 of the National Electrical Code. Calculations shall be submitted in
writing at the time the electrical permit is taken.
(j) (1) Before adding an additional meter to an existing service on a residence,
the proper zoning, per 1988 LRC Section 36, must be verified before the
installation.
(2) Service masts shall not be smaller than two inch (2 ") rigid conduit.
(k) (1) Service entrance switches shall be marked with name, access and
telephone number of the electrical contractor installing such work.
apartment houses or other multiple meter installations shall also have
plainly marked the number of the apartment or sufficient load
designation. Marking shall be permanent.
(2) Service entrance switches and meter loops shall be located in readily
accessible places on the exterior of the structure or other approved
outside location. The height of the meter sockets shall not be less than
five feet (5') to the bottom of the socket. Special permission may be
granted for stacked meters. Special permission may be granted to
permit the service equipment for commercial or industrial buildings to be

located immediately inside the building as conditions require.
(3) Service from the meter to the point of service entrance shall be installed
in rigid metal conduit, intermediate metal conduit or rigid nonmetallic
conduit. The feeders from the main disconnect to the branch circuit
panels shall be installed in rigid metal conduit, intermediate metal
conduit, electrical metallic tubing, flexible metal conduit, rigid
nonmetallic conduit or approved nonmetallic cable. On multi -unit
structures, nonmetallic cable shall not cross apartments or unit other
than the one in which it terminates unless the cable is readily accessible
for its entire length where it crosses units other than the one in which
it terminates.
(1) In existing structures, where new wiring is being installed, any existing
hazardous wiring must be corrected, open knife switches, open fuse blocks, etc., removed
before new wiring will be approved.
(m) No job shall be considered as being completely roughed in until all joints have
been soldered and taped or approved connections and pigtails provided for hanging of fixtures.
(n) Nonmetallic cable may be run over the top of ceiling joists in attics when the
maximum distance from the top of the joist to the bottom of the rafter is not greater than
three feet (3'). In attic space of greater height, boring of the joists or protective stripping of
a minimum of one inch by three inch (1" x 3 ") strips will be required.
(o) Section 110-313 of the 1996 National Electrical Code is hereby amended to read
as follows:
110 -313- Installation and Use
Listed or labeled equipment shall be used or installed in accordance with any
instruction included in the listing or labeling.
Exception No. 1:
Where the marking on air conditioning equipment specifies fuses, such
equipment shall be permitted to be protected by circuit breakers instead of
fuses; provided the circuit breaker installation complies with Parts C and F of
Article 440 of the National Electrical Code.
(p) Section 300 -4 -A1 of the 1996 National Electrical Code is hereby amended to
read as follows:
300 -4 - Protection Against Physical Damage
Where subject to physical damage conductor shall be adequately protected.

A. Cable Through Wood Framing Members
1 . Bored Holes:
In both exposed and concealed locations where a cable or
raceway type wiring method is installed through bored holes in
joists, rafters, or similar structural wood members, holes shall be
bored at the approximate center of the face of the member.
Holes in studs for cable type wiring methods shall be bored so
that the edge of the hole is not less than one inch from the
nearest edge of the stud or shall be protected from nails and
screws by either a steel plate or bushing at least 1/16 inch thick
and of appropriate length and width,. installed to cover the area
through which nails or screws might penetrate the installed
cable.
LRC Sec. 8- 176(a) is hereby amended by deleting in the paragraph the phrase "Chief
Electrical Inspector" and the following language substituted therefor: "Electrical Inspection
Supervisor "
SECTION 4 - DIVISION 4. LRC Sec. 8 -196 is hereby amended by deleting in the paragraph
the phrase "Chief Electrical Inspector" and the following language substituted therefor:
"Electrical Inspection Supervisor ".
LRC Sec. 8- 198(a) is hereby amended by deleting in the paragraph the phrases "Chief
Electrical Inspector" and the following language substituted therefor: "Electrical Inspection
Supervisor "
LRC Sec. 8- 198(b) is hereby amended by deleting in the paragraph the phrase "Chief
Electrical Inspector" and the following language substituted therefor: "Electrical Inspection
