ORDINANCE NO. 17,066
AN ORDINANCE AMENDING ORDINANCES NOS. 16,367 AND 15,777 AND
ORDINANCE ESTABLISHING PERMIT FEE SCHEDULES FOR BUILDING,
ELECTRICAL, PLUMBING AND RELATED WORK PERFORMED IN THE CITY
OF LITTLE ROCK; REPEALING ALL TECHNICAL CODE ORDINANCE AND
CODE OF ORDINANCE PROVISIONS IN CONFLICT THEREWITH; DECLARING
AN EMERGENCY; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS.
SECTION 1. The following are hereby established as permit fee schedules for building,
electrical, plumbing and other related work in the City of Little Rock, Arkansas.
FEE SCHEDULE
I. Building Permit Fees
A. Permit Fees
Total Valuation

$1,000.00 and less No fee, unless inspection required, in which
case a $30.00 fee for each inspection shall
be charged.
$1,001.00 to $15,000.00 $20.00 for the first $1,000.00 plus $2.00 for
each additional thousand or fraction thereof,

$15,001.00 to $50,000.00 $48.00 for the first $15,000.00 plus $2.50
for each additional thousand or fraction
thereof, to and including $50,000.00.
$50,001.00 to $100,000.00 $135.50 for the first $50,000.00 plus $2.00

thereof, to and including $100,000.00.
$100,001.00 to $500,000.00 $235.50 for the first $100,000.00 plus $1.25
for each additional thousand or fraction

Note: Proper documentation, i.e. copy of contract or letter of affidavit from
applicant, must be presented when obtaining permits. If documentation
is not present or cannot be obtained, the latest Building Valuation Data
Chart as published by the Standard Building Code will be used in
determining permit fees.
B. Data Processing Fee: The following are hereby established as the data processing
fee schedule for building, electrical, plumbing and other related work in the City
of Little Rock, Arkansas. Collected fees shall be set in a separate account and
shall be used for the purpose of purchasing and maintaining data processing
equipment, software and to provide training for the Department of Neighborhoods
and Planning. All purchases shall be made within the guidelines as set by city
purchasing procedures and shall not be made without prior written approval from
the Director of Neighborhoods & Planning.
PERMIT VALUATION FEE
$ .01 to $15,000.00 - $1.00
$15,001.00 to $50,000.00 - $2.00
$50,001.00 to $100,000.00 - $3.00
$100,001.00 to $500,000.00 - $4.00
$500,001.00 to $1,000,000.00 - $5.00
$1,000,001.00 and up - $6.00
*Fees are in addition to permit charge
C. Barricade Fees:
The area of public property on which fees
shall be paid shall be that space enclosed
within and occupied by any barricade, fence,
covered walkway or tunnel. Fee may be waived
in conjunction with application for new building
permit. Charges shall be made for the day, and
any fraction of a day, on the following basis:
for public space occupied - $.01 per sq. ft. with
minimum fee per day of $30.00.
D. Housing Moving Fees
Moving structure off lot - $100.00
Moving structure on same lot - $ 50.00

E. Demolition of Structure:

G. Minimum fee for any permit shall be: $30.00
H. Investigative Fee:
In those instances wherein the information
submitted to obtain a permit is in adequate
or incomplete, or work has begun without a
permit, or an inspection is required to
determine the "on- site" conditions prior
to issuance or denial of a permit, the
Building Official may charge the owner an
investigative fee of $30.00. The payment
of the investigative fee shall not exempt
any person from compliance with the
provisions of the code, or from any penalty
prescribed by law.
I. Reinspection Fee:
A reinspection fee of $25.00 will be charged
when an additional trip is made by an inspector
due to rejections, lockouts, insufficient
information as to location of building or
structure, work not ready for inspection, or
any other cause due to neglect or failure on
the part of the applicant.
J. Plan Checking Fee:
When the valuation of the proposed construction exceeds
$1,000.00 and a plan is required to be submitted by
103.2 of the 1992 Arkansas Fire Prevention Code, Vol. II,
a plan checking fee shall be paid to the Building
Official at the time of submitting plans and

specifications for checking. Said plan checking fee
shall be equal to one -fourth of the building permit
fee as set forth in 103.7.4, of the 1992 Arkansas Fire
Prevention Code, Vol. II. Minimum fees shall be $50.00
for new construction (added square feet) and $30.00 for repair,
remodels and miscellaneous permits requiring plan review. Such
plan checking fee is in addition to the building permit fee.
K. Blasting Fee:
In addition to insurance and bond as required in
Ordinance #11361, a permit fee of $30.00 per day
shall be paid.
L. Curb Cuts:

A flat fee of $75.00 shall be included
with each permit application.
P. Copy Fees:
1. Duplicate Permit Cards (lost, stolen,
misplaced, etc.) - $5.00 per card

Q. Board of Appeals applications (building or electrical)
A flat fee of $30.00 shall be included with
each Board of Appeals application.
R. Parking Lot Fees:
A minimum routing fee of $50.00 shall be charged and permit
fees shall be assessed as set forth in the cost schedules
in paragraph I.A.
S. Miscellaneous Permit Fees:
Satellite dishes, towers and cell cites, fire alarm systems,
fences, retaining walls and any other miscellaneous permit, unless
previously outlined, shall be set forth in the unit cost schedules
paragraph I.A.
T. Penalties (Working without a Permit):
Where work for which a permit is required by the 1992 Arkansas Fire
Prevention Code, Vol. H is started or proceeded prior to obtaining
said permit, the fee herein specified shall be tripled, but the
payment of such triple fee shall not relieve any persons from fully
complying with the requirements of the 1992 Arkansas Fire Prevention
Code, Vol. II in the execution of the work nor from any other penalties
prescribed herein.
II. Electrical Permit Fees

E. Temporary Power Requirements:
Before any power is supplied to the permanent
distribution system of a building under
construction, written notice must ben submitted
to this office noting the length of time the
temporary power will be needed before the final
electrical inspection is made, the understanding
that the structure will not be occupied until
after the final inspection, and that the party
submitting the request will assume liability of
any damage incurred as a result of disconnection
of power from the building as a result of a
violation of this ordinance. The time limit
on temporary power being furnished to the
building will be determined on the basis of
need, not to exceed thirty (30) days. An
extension of time may be granted only by
special permission.
F. Work with No Permit:
In case it shall be discovered that any electrical
work has been installed or put into use for which
no permit has been issued, the violator shall pay a
fee equal to three (3) times the permit fee which
shall have been paid for work done in violation
thereof and no additional permits shall be granted
until all fees have been paid.
III. Plumbing Permit Fee

E. Work with no Permit:
The penalty for failure to obtain a permit
for work as called for in City Code shall be
as described in the penalty section of this
Code, and in addition to any such fine or
imprisonment as may be imposed pursuant to
said penalty section, the violator shall
pay a fee equal to three times the permit
fee which shall have been paid for work
done in violation hereof.
SECTION 2. Fees on work requiring a building permit as set forth in Section 105 of the
Arkansas Fire Prevention Code shall be paid as required at the time of filing an
application.
SECTION 3. The provisions of all technical codes, ordinances and codes of ordinances in
conflict with the provisions of this ordinance are hereby repealed.
SECTION 4. Emergency. The ability to properly inspect and permit building structure in the
City, and to assure proper funding for these inspections, is essential to the public
health, safety, and welfare. To assure consistent collection in this regard, an
emergency is declared to exist and this Ordinance shall be in full force and effect
from and after January 1, 1996.
