5 AN ORDINANCE TO AMEND THE CITY ETHICS CODE,
6 LITTLE ROCK, ARK., ORDINANCE NO. 17,050
7 (DECEMBER 5, 1995) TO INCLUDE A SEVERABILITY
8 CLAUSE; DECLARING AN EMERGENCY; AND FOR
9 OTHER PURPOSES.
10 WHEREAS, the City of Little Rock, Arkansas, adopted a new
11 ethics code at its regularly scheduled meeting on December 5,
12 1995, and
13 WHEREAS, the draft of that Code did not include the
14 severability clause and it is the Board's desire to assure that
that clause is included.
15 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
16 THE CITY OF LITTLE ROCK, ARKANSAS:
17 Section . 1. Little Rock, Ark., Ordinance No. 17,050
18 (December 5, 1995), is hereby amended to add Section 10 as
follows:

20 Section 10. Severability. In the event any
21 section, subsection, subdivision, paragraph,
22 subparagraph, item, sentence, clause, phrase, or
23 word of this ordinance is declared to adjudged to
be invalid or unconstitutional, such declaration or
24 adjudication shall not affect the remaining
25 portions of this ordinance which shall remain in
26 full force and effect as if the portion so declared
27 or adjudged invalid or unconstitutional was not
28 originally a part of this ordinance.
29 Section 2. Emergency. It is important the City
30 ethics code be in full force and effect immediately
31 upon the passage of the requisite period of time,
32 and that this severability clause be a part of that
33 ordinance when it takes full force and effect, in
order to protect the public health, safety and
34 welfare. An emergency is therefore declared to
35 exist and this ordinance shall be in full force and
36 effect from and upon the effective date of Little
