AN ORDINANCE TO AMEND THE CITY LAND USE PLAN
(16,222) IN THE GEYER SPRINGS WEST DISTRICT
AND OTTER CREEK DISTRICTS, CHANGING VARIOUS
LAND USE CLASSIFICATIONS IN THE MABELVALE
AND ALEXANDER PORTIONS OF SOUTHWEST LITTLE
ROCK AND FOR OTHER MATTERS.
WHEREAS, the Planning Staff, after review of the area and
with consultations with area property owners and neighborhood
groups, recommends amending the plan; and,

WHEREAS, the Little Rock Planning Commission after conducting
a public hearing on the proposed changes recommends the Plan be
amended.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. Change the two park sites (MOrehart Park - north
of Mabelvale Cutoff Road east of Heinke Road and proposed site at
the northeast corner of Alexander Road and Vimy Ridge Road) from
Public Institutional to Park Open Space. These sites are parks on
the City Master Parks Plan.
SECTION 2. Change an area from Single Family and Mixed
Residential to Park Open Space, south of Hall Lane either side of
Otter Creek. This property is owned by the City and has been
discussed as an active park site - ballfields.
SECTION 3. Change an area from Light Industrial to Public
Institutional, south of Otter Creek and east of Vimy Ridge. The
site is used by Arkansas Power and Light as a transmission site.
SECTION 4. Change an area from Light Industrial to Public
Institutional, west of Vimy Ridge at the rail tracks for an
existing church.
SECTION 5. Change an area shown from Neighborhood
Commercial and Multifamily to Single Family, northeast of the
County Line Road /Vimy Ridge Road intersection. This area is
developed Single Family.
SECTION 6. Change an area of Mixed Residential to Single
Family west of Hall Lane north of the Park Site described in
Section 2.

SECTION 7. Change an area of Mixed Residential to Single
Family west of Vimy Ridge Road between County Line Road and
Alexander Road (either side of Pleasant Hill Road).
SECTION 8. Change an area from Light Industrial to Single
Family south of Crooked Creek and north of Alexander Road.
SECTION 9. Change an area from Neighborhood Commercial and
Multifamily to Low Density Multifamily, north of County Line
Road, east of Vimy Ridge for a vacant multifamily zoned parcel.
SECTION 30. Change an area from Mixed Residential to Low
Density Multifamily, west of Vimy Ridge, either side of Pleasant
Hill Road.
SECTION 11. Change an area from Light Industrial to
Suburban Office, west of Blake in Mabelvale where a mix of uses
and /or zonings exist.
SECTION 12. Change an area of Neighborhood Commercial to
Light Industrial, west of Sardis and north of Alexander Road.
This area is already zoned industrial though vacant.
SECTION 13. Change an area of Mixed Residential to Mixed
Office Commercial south of Alexander Road and west of Vimy Ridge.
The existing use pattern is mixed.
SECTION 14. Change an area of Neighborhood Commercial to
Commercial at the northwest corner of Alexander and Vimy Ridge
Roads.
SECTION 15. Change an area of Mixed Residential to
Neighborhood Commercial at the northwest corner of County Line
and Vimy Ridge Roads.
SECTION 16. Change an area of Light Industrial to
industrial either side of Vimy Ridge south of Interstate 30.
SECTION 17. Change an area of Public Institutional use to
Single Family south of Mabelvale Cutoff Road and west of
Mabelvale Elementary.
SECTION 18. Change an area of Single Family, Neighborhood
Commercial and Mixed Residential to Mixed Office Commercial in
Mabelvale north of the rail tracks to the new alignment of
Mabelvale West - Mabelvale Pike.
SECTION 19. Change an area of Office to Public
Institutional at the northeast corner of Nash Road and Mabelvale
West for an existing church.
SECTION 20. Change an area of Mixed Residential to
Multifamily north of Mabelvale West at the eastern section of the
new alignment.

SECTION 21. The adopted Plan Map is changed as shown on the
attached sketches.
