ORDINANCE NO. 16,946 •
AN ORDINANCE APPROPRIATING FUNDS TO
ESTABLISH A CITY - OPERATED VEHICLE
IMPOUNDMENT LOT; AND FOR OTHER PURPOSES.
WHEREAS, the Board of Directors of the City of Little Rock is aware that a
large number of vehicles are seized and impounded each year, in part due to City
program initiatives; and
WHEREAS, impounded vehicles are currently stored and handled by the private
company awarded the City's wrecker franchise; and
WHEREAS, staff has recommended that the City establish its own vehicle
impoundment lot, and the Board accepted that recommendation and endorsed the
concept in Section 11 of Ordinance No. 16,894 appropriating surplus funds; and
WHEREAS, staff analysis indicates that the impoundment lot will generate
sufficient revenues to cover its operating costs and to repay the City for its initial startup
costs, such startup costs being required in order to establish and prepare the
impoundment lot for operations, and which are estimated by staff to be up to $300,000;
and
WHEREAS, funds are available in the City's emergency working capital reserve
to advance for the startup costs of the impoundment lot. ,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is hereby authorized to advance funds for the
startup costs associated with establishing a City- operated vehicle impoundment lot from
the City's emergency working capital reserve in the General Fund as required in an
amount not to exceed $300,000.

SECTION 2. The City Finance Director and Treasurer is hereby authorized and
directed to repay the City's emergency working capital reserve over a two year period
from the fees generated by the impoundment lot operations. All other fees from the
operation of the impoundment lot shall be reflected as City revenues in the appropriate
accounts, as determined by generally accepted accounting principles.
