HomeMy WebLinkAbout168471 N 2 O 3 N 4 1 `^ 5 � 6 M 7 � 8 ro 9 0" 10 � 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 • I NANNCE NO. 16,847 AN ORDINANCE GRANTING A CONTRACT TO THE ARKANSAS INSTITUTE OF GOVERNMENT IN THE AMOUNT OF $108,000 TO- PROVIDE EVALUATION OF VARIOUS FUTURE- LITTLE ROCK PROGRAMS; WAIVING COMPETITIVE BIDDING; DECLARING AN.EMERGENNCY; AND FOR OTHER PURPOSES. ,� 83 WHEREAS, as.a result of the one -half cent sales tax adopted as a part of the Future - Little Rock process, the City has been able to implement several new programs, and WHEREAS, the Board of Directors has, on several occasions, stated that it would like to implement an evaluation process of the various City programs to assure that monies are used in the most efficient and effective manner, and WHEREAS, the City entered into an initial contract with the Arkansas Institute of Government at the University of Arkansas at Little Rock to outline such a program and, as a result, has received a good work product from the Institute and a willingness by the Institute to provide almost $20,000 in additional services if the evaluation contract remains with it, and WHEREAS, after careful review the Board believes that this contract should stay with the Institute, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. The City Manager is authorized to enter into an agreement with the Arkansas Institute of Government at the University of Arkansas at Little Rock in the amount of $108,000 to provide evaluation services on the effectiveness of the Future - Little Rock programs being funded with the previously approved one =half cent sales tax. Section 2. The Board finds that in light of the $20,000 contribution from the Institute, the fact that the Institute has • • 84 designed this program, and the fact that this evaluation process should begin immediately, it is impractical and unfeasible to submit this contract to competitive bidding and, therefore, waives this requirement. Section 3. Emergency. The need to evaluate the programs being implemented by the Future- Little Rock one -half cent sales tax is in the best interests of the public health, safety and welfare of the community, particularly since certain programs are currently underway; an emergency therefore is declared to exist and this ordinance shall be in full force and effect from and after the date of its adoption.
