AUTHORIZING THE CITY MANAGER TO USE

THE BALANCE OF SAID FUNDS TO BOARD,
SECURE AND MAINTAIN KRAMER SCHOOL;

AND DECLARING AN EMERGENCY.

WHEREAS, -the City of Little Rock Board of Directors (the
n
11
"Board^) recognizes that a number of structures in the City which
v
12
may or may not lie within established historic districts,
13
represent architectural products., of distinct periods in the
history of the City; and
14
WHEREAS, Kramer School, Westside Junior High and Eastside
15
Junior High are examples of unique historic structures which
16
should be preserved, but which have fallen into disrepair and are
17
in need of immediate rehabilitation; and
18
WHEREAS, the Board finds that in the case of Kramer School,
it is an appropriate public purpose that the City save the
19
structure by instituting eminent domain proceedings to acquire
20
title to the property and pay just compensation to the owners;
21
and
22
WHEREAS, once possession is obtained, City staff shall take
23
steps necessary to secure Kramer School and to keep it secured,
including the demolition of dangerous portions of the property
24
which are not deemed necessary for the preservation of the
25
historic character of the building.

NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
27
THE CITY OF LITTLE ROCK, ARKANSAS:

SECTION 1. The City Attorney is authorized to institute
condemnation proceedings to acquire the Kramer School property for
29
the lawful purpose of historic preservation of the structure, and

to acquire immediate possession to secure and maintain the
31
premises.

SECTION 2. The Board of Directors hereby appropriates an
33
amount not to exceed $150,000 from general revenues to commence
eminent domain proceedings, and to board, secure and maintain the
34
Kramer School property.

SECTION 3. EMERGENCY CLAUSE. The historic Kramer School has
36
been determined to be an unsafe structure and in need of immediate

rehabilitation and repair. it is in the best interest of the
health, safety and welfare of the citizens that the City institute
condemnation proceedings to acquire title to the property and to
secure the structures thereon. Therefore, an emergency is declared
to exist and this Ordinance shall take effect immediately from and
after its passage.
