'ORDINANCE NO. 16,800
AN ORDINANCE TO CREATE A MACARTHUR-
MILITARY HISTORY MUSEUM COMlIISSION;
APPOINTING INITIAL MEMBERS OF THE
COMMISSION; AND FOR OTHER PURPOSES.
WHEREAS, the FUTURE- Little Rock process included a proposal
for the creation of a MacArthur -- Military History Museum to be
housed at the site of the present Arkansas Museum of Science and
History; and
WHEREAS, this site is famous throughout the world as the
birthplace of General of the Army Douglas MacArthur, a winner of
the Congressional Medal of Honor for conspicuous courage above
and beyond the call of duty, and the military commander that
accepted the surrender of Imperial Japanese forces to end World
War II; and
WHEREAS, numerous other Arkansas citizens have
distinguished themselves and their State through military
service in defense of their Country; and
WHEREAS, Arkansas is also the home of many other matters of
military history such as Civil War battlefields for their impact
on the struggle control of the Western United States; a major
military training facility at Camp Robinson that prepared
soldiers for both World War I and World War II; the Little Rock
Air Force Base which is currently the major training facility
for C -130 pilots around the world and at one time was home to an
important segment of the Country's nuclear arsenal both for
bomber delivery and ICBM missile delivery; and
WHEREAS, the Board of Directors believes that the City
should establish a Commission to present information about these
many aspects of Arkansas history, and that this museum should be
separate and apart from any other museum, particularly when the
Museum of Science and History moves to its new quarters in late
1996; and

1 WHEREAS, the City's desire to create such a museum and
2 museum commission have been enhanced by the selfless efforts of
3 Joa Stafford- Humphrey who has almost single - handedly attracted
4 interest and money for this endeavor.
5 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
6 THE CITY OF LITTLE ROCK, ARKANSAS:
7 SECTION 1. Creation. There is hereby created a MacArthur- -
g Military History Commission to be comprised of not more than 17
9 persons, or such number as the Commission later deems
10 appropriate, appointed by the Board of Directors, and authorized
11 to fulfill the duties set forth in this ordinance, provided that
12 this group will always include at least two military veterans on
13 active duty, or honorably discharged or retired from service.
14 SECTION 2. Powers. The MacArthur -- Military History Commission
15 shall have the following duties and powers:
16 (a) To develop a mission statement for the
17 museum.
18 (b) To hold regular public meetings and keep a
19 written record of its proceedings which
20 shall be public records.
21 (c) To annually review the needs of programs
22 that enhance awareness of the rich military
23 history of the City and the State and to
24 submit a proposed budget for such programs
25 to the City Manager and the Board of
26 Directors of the City of Little Rock;
27 (d) To make expenditures in accordance with the
28 annual budget adopted by the City and in
29 accordance with all fiscal procedures of
30 the City.
31 (e) To initiate, sponsor or conduct, alone or
32 in cooperation with other public or private
33 agencies, public programs to further the
34 public awareness of the City's and the
35 State's military heritage;
36 (f) To apply for, receive, and expend any

public or private grants or monies that are
provided for museum and history purposes.
(g) To annually report to the Board of
Directors of the City of Little Rock by
December 31 of each year the programs and
activities the Commission has undertaken
during that year.
(h) All other powers, consistent with Arkansas
law and City ordinances, necessary to carry

on the mission of the MacArthur -- Military
History Museum.
SECTION 3. Collection. The collection and records of the
museum shall be the property of the City of Little Rock,
Arkansas, but shall be held in trust by the Commission.
SECTION 4. Location. Upon the Arkansas Museum of Science
and History moving its collection and quarters from the
MacArthur Park Armory building, the MacArthur -- Museum of
Military History shall be located in the Armory building. This
building shall then be used for the sole purpose of housing the
military history collection and conducting its programs.
