AN ORDINANCE DISPENSING WITH THE
REQUIREKENT OF COMPETITIVE BIDDING
AND AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT WITH THE
ARKANSAS BUREAU OF ALCOHOL AND DRUG
ABUSE PREVENTION TO PROVIDE ADULT
RESIDENTIAL TREATMENT SERVICES TO
LITTLE ROCK CITIZENS.
WHEREAS, the Board of Directors may dispense with the
requirement of competitive bidding in exceptional situations
where such procedure is not feasible; and
WHEREAS, the Arkansas Bureau of Alcohol and Drug Abuse
Prevention ("ADAP ") has a long history of administering
residential alcohol. and drug abuse treatment programs in the
state of Arkansas; and
WHEREAS, the ADAP has pledged Two Hundred Thousand Dollars
($200,000) from its substance abuse prevention and treatment
block grant for additional treatment services for residents of
Little Rock; and
WHEREAS, this Two Hundred Thousand Dollars ($200,000) will
be matched with One Hundred Thirty -five Thousand Dollars
($135,000) from the City of Little Rock's sales tax fund to
provide funding for twenty -five (25) additional beds exclusively
for Little Rock residents.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1: The Board of Directors of the City of Little
Rock finds that competitive bidding should be dispensed with for
the purchase of residential adult alcohol and drug treatment
programs as an exceptional situation exists and competitive
bidding is not feasible.
SECTION 2: The City Manager is hereby authorized to enter
into a contract with the Arkansas Bureau of Alcohol and Drug
Abuse Prevention in the amount of One Hundred Thirty -five
