HomeMy WebLinkAbout16773M M 49i: 1 16,773 ORDINANCE NO. 2 3 AN ORDINANCE PERMITTING THE CITY 4 MANAGER TO CONTINUE A CONTRACT WITH 5 VOICE -TEL FOR CERTAIN COMMUNICATION 6 SERVICES; WAIVING THE REQUIREMENT FOR COMPETITIVE BIDDING; AND FOR 7 OTHER PURPOSES. 8 9 WHEREAS, the City Manager recognized a need for better 10 communication between the Board of Directors, the City Manager 11 and departments within the City by these persons and by the citizens of the City; and 12 WHEREAS, after considering an initial approach to a message 13 system that would better accomplish these communication goals 14 the City Manager entered into a pilot agreement with Voice -Tel 15 of Arkansas to provide certain services for a limited period of 16 time; and WHEREAS, since this pilot program there has been a 17 competitive bid issued on whether to purchase a service, but the 18 Board of Directors is reviewing whether to purchase its own 19 service or to continue with a rental service like Voice -Tel; 20 and 21 WHEREAS, while this decision is being made the expenditure for this pilot program may exceed $5,000 which is the amount 22 that subjects the City to competitive bids; and 23 WHEREAS, it is impractical and unfeasible to bid for this 24 temporary pilot service while the decision on whether to 25 purchase a service is made. 26 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 27 SECTION 1. The City Manager is authorized to maintain and 28 continue a contract with Voice -Tel, Inc., for temporary 29 communications services and message services for the Board of 30 Directors and various City departments. 31 SECTION 2. The Board finds that it is impractical and unfeasible to bid for this temporary pilot service while a final 32 decision is made on whether to purchase certain equipment or to 33 continue a service and, therefore, waives competitive bidding 34 for the temporary service. 35 SECTION 3. EMERGENCY. The City of Little Rock has 36 recognized that enhanced' information and communication d7l, B9 M M 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 492 capabilities with Board members, the City Managers office, City department heads, and the citizens of the City is essential to protect the public health, safety and welfare. The City has developed a system for enhancing this communication but, that system may be abruptly ended if an extension cannot be agreed upon immediately. An emergency is therefore declared to exist and this ordinance shall be in full force and effect from and after the date of its adoption.
