HomeMy WebLinkAbout16695RINANCE NO. :,6,695 • 1• z 3 4 AN ORDINANCE DISPENSING WITH THE REQUIREMENT FOR 5 COMPETITIVE BIDDING AND AUTHORIZING THE CITY MANAGER 6 TO ENTER INTO A CONTRACT WITH PULASKI COUNTY JUVENILE 7 SERVICES TO ADMINISTER A YOUTH 8 DEVELOPMENT /MENTORING PROGRAM; DECLARING AN 9 10 EMERGENCY; AND FOR OTHER PURPOSES. 11 12 13 WHEREAS, the funding available through the one -half cent sales and use tax that 14 was adopted as a part of the FUTURE - Little Rock process has just recently been 15 collected in a sufficient amount to justify the funding of any program; and 16 17 WHEREAS, it is the desire of the Board of Directors to get a pilot program in 18 place during the summer months, 1994, to be able to determine the effectiveness of such 19 programs in working with city children and, then, to evaluate and better implement such 20 programs in the future; and 21 22 WHEREAS, on the very night that this ordinance is being considered, the Little 23 Rock public school system is ceasing regular school operations for the summer of 1994. 24 25 WHEREAS, the City desires to contract with Pulaski County Juvenile Services to 26 administer a youth development/mentoring (Our Club) program at six (6) sites; and 27 WHEREAS, it is not feasible or practical to bid for the contractual aspect of these 28 29 services in a formal bid process. 30 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 31 32 THE CITY OF LITTLE ROCK, ARKANSAS: 33 SECTION 1. The Board of Directors finds that the need to develop these pilot 34 programs on an expedited basis in order to have these programs in effect during the 35 36 summer of 1994, and the fact that the actual collection of tax monies did not occur until 33�.3 D '7q- e_ -3 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 the last several weeks, makes it impractical and unfeasible to competitively bid for such services at the present and, therefore, waives the requirement of competitive bidding. SECTION 2. The City Manager is authorized to enter into a contractual agreement with Pulaski County Juvenile Services for $97,500 for the purpose of administering six (6) sites for youth development/mentoring (Our Club) programs. Funds are available in account 210- 030 -0325. SECTION 3. DECLARING AN EMERGENCY: It is hereby found and determined that there is an immediate and urgent need to provide the youth initiative program funded by the one -half cent local sales tax approved by the voters of the City of Little Rock, and that this program is essential for the protection of the public safety and welfare; an emergency is therefore declared to exist and this Ordinance shall be in full force and effect from and after the date of its adoption.
