ORDINANCE NO. 16,599
AN ORDINANCE TO APPROPRIATE MONIES
FOR THE CENTRAL ARKANSAS TRANSIT
AUTHORITY, DECLARING AN EMERGENCY;
AND FOR OTHER PURPOSES.
WHEREAS, the City of Little Rock participates with the
Central Arkansas Transit Authority ( "CATA") in order to provide
mass transportation bus service to the citizens of Central
Arkansas; and
WHEREAS, a portion of the one -half cent sales tax was to
assist in the funding of capital improvements for CATA on a
matching basis with the federal government, and other funds were
to assist ongoing improvements with CATA; and
WHEREAS, a task force on CATA has reviewed this request and
recommends that this money be appropriated.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1: Up to the sum of $659,000 is hereby
appropriated for payment to CATA for the purpose of capital
improvements to the bus system to be matched by a Federal
Transit Administration grant, provided that the CATA Board of
Directors adopt a resolution agreeing the City of Little Rock
will maintain a number of new buses in proportion to the funds
appropriated by other participating governments.
SECTION 2: Up to the sum of $274,328 to be paid to CATA
after the appropriation set forth in Section 1 has been received
in full, whether as matching funds or as operating funds. These
funds are to be paid at the direction of the Director of Finance
and are to be used for operations. These funds are in addition
to operation funds for CATA heretofore budgeted.
SECTION 3: These funds are to be taken from a designated
special projects account established by the Director of Finance
and identified to meet the purposes of this ordinance.

SECTION 4: Emergency. The ability to operate a fully
capitalized and efficient mass transit system is essential to
the public health, safety and welfare of a community the size of
Little Rock. These funds are necessary to fulfill that purpose.
An emergency is, therefore, declared to exist and this ordinance
shall be in full force and effect from and after the date of its
adoption.
