HomeMy WebLinkAbout158271 15,827 ORDINANCE NO. 2 3 AN ORDINANCE DISPENSING WITH THE REQUIREMENT 4 OF COMPETITIVE BIDDING AND AUTHORIZING THE CITY 5 MANAGER TO AWARD A CONTRACT TO THE FIRM OF 6 O'LEARY, BROKAW AND ASSOCIATES FOR THE PROVISION OF ACTIVITIES AND TRAINING IN ASSESSMENT CENTER 7 AND WORK SIMULATION METHODOLOGY. 8 9 10 WHEREAS, due to an Eighth Circuit United States Court of 11 Appeals decision in the 1986 Gilbert vs. City of Little Rock case, the oral panel component in all uniformed promotional selection 12 processes was replaced by assessment center type components; and 13 WHEREAS, in order to comply with federal selection 14 procedures and Civil Service Commission requirements, the City 15 must continue to use the assessment center methodology and 16 therefore, must have staff trained; and WHEREAS, due to position elimination and staff turnover, 17 the Personnel Department has currently no staff to provide this 18 particular component of the selection process. 19 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 20 THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: The city Manager is authorized to enter into a 21 contract with the firm of O'Leary, Brokaw and Associates, in an 22 amount not to exceed $18,000 for the provision of activities and 23 training in the assessment center and work simulation methodology. 24 SECTION 2: It is hereby determined that competitive 25 bidding should be waived and the contract awarded to a company with recognized expertise in this field. 26 27 PASSED: February 20, 1990 28 29 ATTEST: APPROVED: 30 c 31 CIT CLERK JA4�1 Z H ice Mayor Sharon Priest 32 33 APPRO AS O 34 35 MARK STODOLA, CITY ATTORNEY 36 D -4f 2 Q - y
