February 9, 1999 - 4:00 P.M.
The Board of Directors of the City of Little Rock, Arkansas, met in special
session with Mayor Jim Dailey presiding. The following Directors were present:
Directors Pugh, Hinton, Lichty, Keck, Wyrick, Kumpuris, Kelly, and Adcock - total 8;
Absent - Directors Cazort and Stewart - total 2.
With a quorum present, Mayor Dailey declared the Board of Directors in session
and stated the purpose of the special meeting was to consider a Resolution to
authorize a grant application for Disaster Recovery Planning. The Certificate of
Receipt of Notice or Waiver of Notice and Consent to Special Meeting was signed by the
Directors present and filed with the City Clerk.
The Invocation was given by Mayor Dailey, followed by the Pledge of
Allegiance.
City Manager Cy Carney explained the proposal to submit an application
requesting funds from the Economic Development Administration to help provide
economic recovery assistance for the commercial and historical areas of the City affected
by the January 21, 1999 tornadoes. It is also important to have a team to work through
the long -term rebuilding process which could be 24 to 36 months. He named the
members of the Disaster Rebuild Team - Ellen Carpenter - President of Meadowbrook
Community Club - Ward 1; Pat Gee - President of the Upper Baseline Neighborhood
Association; - Ward 6; Cheryl Nichols - representing historic preservation; Jim Lawson -
Planning Director; Wendell Jones - General Services Director; Chandra Waller - Public
Works Director; Margie Gant - Housing & Neighborhood Programs Director; Wayne
Waggoner - Economic Development Director, and Bruce Moore - Assistant to the City
Manager. This team will put together policies and recommendations in guiding our
efforts in recovery. Mr. Moore will be coordinating a short-term and a long -term
revitalization strategy. There will be an assessment team that will begin assessing the
structures that were damaged by the tornadoes. There will be four categories - light
damage, moderate damage, heavy damage, and destroyed. Mr. Jim Hathcock, Manager
of Neighborhood Programs, explained the process to determine the level of damage. Mr.
Wayne Waggoner, Economic Development Manager, then outlined the economic
development proposal that will be submitted to EDA on Wednesday. In addition to the
950 residential structures that were damaged, there are also 90 -100 non - residential
structures. He also thanked UALR and Southwestern Bell Telephone Company for their
assistance in the recovery. In response to a question by Director Keck, Mr. Moore stated
that EDA requires a 20% match; however, after the tornado, President Clinton waived all
match requirements. Therefore, the City will be asking for the waiver of the match
requirement. Director Adcock asked that three members be added to the Disaster Rebuild
Team - one each from the Planning Commission, Community Housing Board, and City
Beautiful Commission.
Director Pugh said a lot of residents in Ward 1, where there was major storm
damage, are being told they are ineligible for assistance from FEMA and SBA. She then
distributed copies of a proposed Resolution directing the City Manager to pursue all
possible alternatives to assist tornado victims, and moved to add it to the Agenda.
The motion was seconded by Director Kelly and unanimously adopted. (See Resolution

Mayor Dailey read a proclamation which proclaimed February 9, 1999 Joan
Adcock Day in the City of Little Rock, Arkansas, in honor of Director Adcock's birthday.

Minutes - Special Meeting

Consideration was then given to Resolution No. 10,465, entitled:
A RESOLUTION TO AUTHORIZE AN APPLICATION TO THE
ECONOMIC DEVELOPMENT ADMINISTRATION FOR A DISASTER
RECOVERY PLANNING GRANT; AND FOR OTHER PURPOSES.
Following the reading of the Resolution, Director Keck moved for its adoption. The
motion was seconded by Director Hinton, and the Resolution was unanimously adopted
by the Board Members present.
The next presentation was Resolution No. 10,466, with the title being:
A RESOLUTION TO DIRECT THE CITY MANAGER AND OTHER
CITY OFFICIALS TO PURSUE ALL POSSIBLE ALTERNATIVES TO ASSIST
FAMILIES WHO ARE VICTIMS OF THE JANUARY 21,1999, TORNADO; AND
FOR OTHER PURPOSES.
Following the reading of the Resolution, Director Adcock moved for its adoption. The
motion was seconded by Director Kelly, and the Resolution was unanimously adopted
by the Board Members present.
Mayor Dailey noted that February is Black History Month in the City of Little
Rock and read the names of those African- Americans that will be honored in a display in
the City Hall Rotunda during the month of February. (Daisy Anderson, Mike Conley,

There being no further business to be presented, the special meeting was
adjourned at 4:50 o'clock P.M.
