NOWT, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK: SECTION 1. Section 34 -60 of the Little Rock City Code, 1988 is amended by adding a new subsection to read as follows: (d) A surcharge of twenty -five cents ($0.25) per trip may be charged for a period of up to sixty (60) days or until a rate increase is approved by the Board of Directors, whichever comes first. This surcharge is contingent upon Black and White Cab Company and Capitol Cab Company not increasing drivers' operating costs during the time the gasoline surcharge is in effect. SECTION 2. It is hereby determined that the public welfare of the City requires viable taxicab companies, and that due to the crisis in the Persian Gulf this surcharge is necessary to allow such companies to continue operations.
