AN ORDINANCE TO APPROPRIATE $15,000 FROM GENERAL
REVENUES TO THE POLICE DEPARTMENT TO ENTER INTO A
CONTRACT WITH STEPPING STONE, INC., TO PROVIDE
SHELTER CARE FOR JUVENILES TAKEN INTO CUSTODY, AND
TO WAIVE COMPETITIVE BIDDING FOR THIS CONTRACT;
AND FOR OTHER PURPOSES.

WHEREAS, the City has a duty under state law to provide
shelter care for certain juveniles in custody, and a current
agreement with Stepping Stone, Inc., to provide these services,
entered pursuant to Little Rock Ordinance 15,707, will expire on
July 4, 1990,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The sum of $15,000 is hereby appropriated from
general revenues for the Police Department budget to be used for
an agreement between the City and Stepping Stone, Inc., to
provide shelter care to the City on an as needed basis.
SECTION 2. The City Manager is authorized to enter into
an agreement with Stepping Stone, Inc., to provide shelter care
services pursuant to the Arkansas Juvenile Code of 1989 for the
period from July 5, 1990 to July 4, 1991, provided that Stepping
Stone, Inc., will provide periodic reports as to the number of
juveniles its accepts from the City.
SECTION 3. Since Stepping Stone, Inc., is the only
qualified organization with the City that can meet the state
juvenile code requirements; the Board finds that it is
impractical and unfeasible to competitively bid for shelter care
services.
