TO DEVELOP A STUDY PLAN FOR A REGIONAL 5 COMMUNICATIONS SYSTEM FOR PULASKI COUNTY AND ITS 6 MUNICIPALITIES; TO AUTHORIZE THE EXPENDITURE OF CITY FUNDS 7 FOR THIS A PORTION OF THIS STUDY; TO DISPENSE WITH 8 COMPETITIVE BIDDING; TO DECLARE AN EMERGENCY; AND FOR 9 OTHER PURPOSES. 10 11 WHEREAS, an emergency communications system is essential to safeguard the 12 citizens of the City of Little Rock, Arkansas, and that such a system should be 13 coordinated to safeguard citizens in North Little Rock, Jacksonville, Maumelle, 14 Sherwood, and Pulaski County as a part of this region, and 15 WHEREAS, these public entities as well as private individuals are willing to fund 16 the cost of such a study, 17 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 18 THE CITY OF LITTLE ROCK, ARKANSAS: 19 Section 1. The City Manager is authorized to enter into an agreement with RCC 20 Consultants, Inc., for an amount not to exceed eleven thousand nine hundred and 21 twenty -five dollars ($11,925.00), as the City's portion of a regional study plan for a 22 communications system. 23 Section 2. Because this study is for a regional communication system that will 24 involve payments from other communities as well as private individuals, it is 25 impractical and unfeasible to bid this agreement; further, even though the City's portion 26 of the contract is less than the amount that requires formal competitive bidding, the [PAGE 1 OF 21 ORDINANCE To dispense with competitive bidding and to participate in a regional communications system study with RCC Consultants, Inc. 1 aggregate cost of the contract - ninety -five thousand three hundred and ninety -three 2 dollars ($95,393.00) - exceeds the amount before bidding is required; therefore, in an 3 abundance of caution, the Board of Directors formally dispenses with the requirement 4 for competitive bidding. 5 Section 3. Funds for this contract are available from Account No.105- 030 -T229. 6 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, 7 phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such 8 declaration or adjudication shall not affect the remaining portions of the ordinance which shall 9 remain in full force and effect as if the portion so declared or adjudged invalid or 10 unconstitutional was not originally a part of the ordinance. 11 Section 5. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent 12 with this ordinance are hereby repealed to the extent of such inconsistency. 13 Section 6. Emergency.
