14 WHEREAS, the 1987 Bond Issue Project was approved by the
15 City of Little Rock Board of Directors; and
16 WHEREAS, the 1987 Bond Issue provided for, among other
17 projects, improvements to Bryant Street consistent with the Master
18 Street Plan; and
19 WHEREAS, the Little Rock School District is a public body
20 engaged in the replacement of temporary school buildings with
21 permanent structures at the Southwest Junior High School Campus;
22 and
23 WHEREAS, the Little Rock School District has requested
24 deferral of certain street improvements along West 32nd Street.
25 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
26 THE CITY OF LITTLE ROCK, ARKANSAS.
27 SECTION 1. That street improvements as required by the
28 Master Street Plan for Bryant Street adjacent to Southwest Junior
29 High School Campus be waived.
30 SECTION 2. That the City of Little Rock will construct
31 said street improvement to Bryant Street with funds appropriated
32 in the 1987 Bond Issue.
33 SECTION 3. That the street improvements along West 32nd
34 Street be deferred until the construction by the City of Little
35 Rock along Bryant Street and that these improvements be installed
36 simultaneously.

DISTRICT ON BRYANT STREET BECAUSE SUCH

IMPROVEMENTS ARE INCLUDED IN THE 1987

BOND ISSUE, AND FOR DEFERRAL OF THE

INSTALLATION OF 1MPROVEMENTS ON WEST 32ND

STREET; DECLARING AN EMERGENCY; AND FOR

SECTION . The City of Little Rock will not issue a
building permit for any portion of the Southwest Junior High
School /Bale Elementary complex until the Little Rock School
District deposits $150,000.00 into an escrow account for the West
32nd Street improvements.
SECTION 5. The Little Rock School District has reported
that it must begin immediately to replace temporary school
buildings with permanent structures in order to comply with orders
of the Court. An emergency is therefore declared and this
ordinance being necessary for the preservation of the public,
peace, health and safety shall be in full force and effect from
and after its passage and compliance with the terms set forth
herein.
