HomeMy WebLinkAbout16086C) G� .* 1 ORDINANCE NO. 16,086 2 3 4 AN ORDINANCE TO AUTHORIZE THE CITY 5 MANAGER TO EXECUTE AN AGREEMENT WITH 6 BLUE CROSS AND BLUE SHIELD OF ARKANSAS TO PROVIDE INSURANCE 7 COVERAGE TO QUALIFIED LITTLE ROCK 8 STUDENTS FOR DRUG AND ALCOHOL ABUSE 9 TREATMENT; WAIVING COMPETITIVE � 10 BIDDING; AND FOR OTHER PURPOSES. 11 0 WHEREAS, the City of Little Rock has declared its intent to `' 12 combat the proliferation of drug and alcohol abuse by teenagers cam, c, 13 and at -risk youth; and 14 WHEREAS, one aspect of this program is assuring that 15 students that suffer from the effects of alcohol or substance 16 abuse receive appropriate medical treatment; and WHEREAS, Arkansas Blue Cross and Blue Shield, a Mutual 17 Insurance Company, ("Blue Cross") has agreed to provide such 18 insurance and is the only company that has taken the steps to 19 get an insurance program approved by the Arkansas Insurance 20 Commission; and WHEREAS, it is impractical and unfeasible to subject this 21 insurance contract to competitive bidding under the present 22 circumstances. 23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 24 THE CITY OF LITTLE ROCK, ARKANSAS: 25 SECTION 1. The City Manager is authorized to enter into a contract with the Little Rock School District and Blue Cross, in 26 a form substantially the same as that attached as Exhibit A to 27 this ordinance, for the purpose of providing qualified City 28 students with appropriate health care for drug and alcohol 29 treatment. 30 SECTION 2. Because Blue Cross is the only company that has to date developed a policy of this type that has been approved 31 by the Arkansas Insurance Commission, and because Blue Cross has 32 worked so closely with the Little Rock School District and the 33 Little Rock,' Arkansas, Fighting Back program, the Board finds 34 that it is impractical and unfeasible to subject this contract 35 to competitive bidding; therefore, the requirement of competitive bidding is waived. 36 C) G� .* 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 3?6 SECTION . EMERGENCY CLAUSE. Drug a• alcohol abuse is a severe problem directly affecting the health, safety, and welfare of all citizens but particularly school -age children in the City of Little Rock. This insurance program needs to be in place for the beginning of the 1991 -1992 school year which begins on August 26, 1991, as one means of helping to eradicate the devastating effects that alcohol and drug abuse have on the classroom. Therefore, this ordinance shall be in full force and effect from and after the date of its passage.
