AN ORDINANCE VACATING AND CLOSING STREETS WITHIN THE
GROUNDS OF PHILANDER SMITH COLLEGE: BOUNDED BY THE SOUTH
LINE OF THE INTERSTATE 630 RIGHT -OF -WAY TO THE NORTH,
EAST LINE OF CHESTER STREET TO THE WEST, THE WEST LINE OF
GAINES STREET TO THE EAST, AND THE NORTH LINE OF WEST 14TH
STREET TO THE SOUTH, IN THE ORIGINAL CITY OF LITTLE ROCK,
ARKANSAS.
WHEREAS, it has been determined that parts of 11th, 12th, 13th, Izard,
State, and Gaines Streets within the boundaries of Philander Smith College in
Blocks 221, 222, 223, 224, 230, 231, 232, 233, 243, 244, 245, 246 of the Original City
of Little Rock, Arkansas, is no longer needed for corporate purposes, except for
public utility and drainage easement purposes. Let it also be known, as certified by
the Clerk of Circuit Court & Recorder, that the plats of said Addition do not exist
on record in the Office of the Recorder of Pulaski County, Arkansas.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. Except as stated in Section 2 below, the City of Little Rock,
Arkansas, hereby releases, vacates and abandons all its rights, together with the
rights of the public generally, in and to the street designated as follows:
West 11th Street from West line Gaines Street to East line State Street between
Blocks 223 & 224; and from West line of State Street to East line of Izard Street
between blocks 230 & 231.
West 12th Street from West line of Izard Street to East line of Chester Street
between Blocks 244 & 245.
West 13th Street from West line of Gaines Street to East line State Street between
Blocks 221 & 222; and from West line State Street to East line Izard Street between
Blocks 232 & 233.
Izard Street from South line of State Highway Department I-630 to North line of
West 14th Street.
State Street from South line of State Highway Department I -630 to South line
West 12th Street and from North line West 13th Street to North line of West 14th
Street.

SECTION 2. The City specifically retains the right to use, and allow others
to use, the former street right -of -way in its entirety as a public utility and drainage
easement.
SEC11ON 3. Abutting owners of record, receiving title to the abandoned
right -of -way and easement shall at their cost remove all vestiges of public use and
access as may exist, such modifications shall include, but are not limited to the
following:
A. The entrances on both ends of the abandoned right -of -way and
easement shall be offset and/or rebuilt to conform to the standard
driveway design as required by Ordinance No. 12,501.
B. The edge of pavement of the right -of -way shall be rebuilt to
conform to existing conditions in the general vicinity where the
abandoned right -of -way and easement intersects with the
remaining public right -of -way.
SECTION 4. A copy of this Ordinance, duly certified by the City Clerk,
shall be filed in the Office of the Recorder of Pulaski County and recorded in the
records of the County.
SECTION 5. This Ordinance shall take effect and be in force from and
after its passage and approval.
