HomeMy WebLinkAbout16301ORDINANCE NO. 16,301 1 619 2 3 AN ORDINANCE APPROPRIATING $173,500 FROM THE 4 SPECIAL PROJECTS FUND BALANCE TO THE FIGHTING 5 BACK PROGRAM; DECLARING AN EMERGENCY; AND 6 FOR OTHER PURPOSES. 7 8 9 WHEREAS, the City of Little Rock declared in Ordinances No. 16,086 and 16,266 10 its intent to combat the proliferation of drug and alcohol abuse by teenagers and at -risk 11. youth; and 12 13 WHEREAS, one crucial aspect of this program is assuring that students that suffer 14 from the effects of alcohol or substance abuse receive appropriate medical treatment; and 15 WHEREAS, Ordinance No. 16,266 authorized the City Manager to enter into a 16 17 contract with Arkansas Blue Cross and Blue Shield to provide such insurance for children 18 attending school within the city of Little Rock; and 19 WHEREAS, donations to fund the insurance cost have been inadequate to meet the 20 premiums specified in the insurance contract; and 21 22 WHEREAS, because of an order dated October 28, 1992, the City will soon receive 23 one time monies from the residuals of a use tax common fund established in the case of 24 Waters vs Ragland; and 25 26 WHEREAS, the City of Little Rock expects to receive over $250,000 from the release 27 of the auto use tax escrow funds. 28 29 NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 30 THE CITY OF LITTLE ROCK, ARKANSAS: 31 32 SECTION 1. The proceeds from the auto use tax escrow shall be deposited into the 33 Special Projects Fund. 34 SECTION 2. Emergency. Drug and alcohol abuse is a severe problem directly affecting the health, safety and welfare of all citizens, particularly school -age children in the City. Funding the insurance program will provide a means of helping to eradicate the devastating effects of drug and alcohol abuse in the classroom.
