2 AN ORDINANCE AUTHORIZING THE CITY MANAGER
3 TO ISSUE A $490,000 CHANGE ORDER TO
4 MOTOROLA COMMUNICATIONS FOR THE PURCHASE OF
5 75 MOBIL DATA TERMINALS (MDT) FOR THE
6 POLICE AND FIRE DEPARTMENTS; TO AUTHORIZE
7 ADDITIONAL PURCHASES OF UNITS FOR UP TO ONE
8 YEAR AFTER THE ACCEPTANCE OF MDT SECTION OF
9 THE RADIO SYSTEM; TO DISPENSE WITH
10 COMPETITIVE BIDDING; AND FOR OTHER
11 PURPOSES.

13 WHEREAS, a Mobil Data Terminal is a computer -like device
14 located in a vehicle which allows the policeman or fireman access
15 to information or to input data; and
16 WHEREAS, the City's radio system was designed to support
17 MTD's; and
18 WHEREAS, monies are available after installing the radio
19 system to purchase MTD's; and
20 WHEREAS, due to technology advances since the MDT's were
21 bid two years ago, staff has requested a more updated model which
22 increases the bid price.
23 WHEREAS, the original bid anticipated this possible
24 upgrade; and
25 WHEREAS, the nature of the system installed to date makes
26 it impractical and infeasible to submit this upgrade to
27 competitive bidding
28 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
29 THE CITY OF LITTLE ROCK, ARKANSAS:
30 SECTION 1. The City Manager is authorized to issue a
31 $490,000 change order to Motorola Communications for the purchase
32 of 75 Mobil Data Terminals for the Police and Fire Departments.
33 SECTION 2. The City Manager is further authorized to
34 approve additional purchases of units for up to one year after the
35 acceptance of MDT section of the radio system, at a unit price not
36 to exceed $6,228.

SECTION 3. Because this system installed by Motorola is
unique to the needs of the City, the Board finds that it is
impractical and infeasible to submit this upgrade to competitive
bidding.
