FOR SOFTWARE SUPPORT FOR ONE YEAR ON THE CITY'S MAINFRAME COMPUTERS. 495 WHEREAS, the Board of Directors may dispense with the requirement of competitive bidding in exceptional situations where such procedure is not feasible; and WHEREAS, the City of Little Rock has approximately 250 on -line users of the City's two mainframes; and WHEREAS, system software was provided by IBM when the systems were installed and has been enhanced and upgraded as the systems have expanded; and WHEREAS, pursuant to the agreement, IBM will keep a 24 -hour hot line for customer support, provide new release updates, and supply program "fixes" when needed. WHEREAS, these are licensed operating system and communication control software modules which can only be modified by IBM. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: The Board of Directors of the City of Little finds that because of the unique features of its computer system competitive bidding is impractical and unfeasible and should be dispensed with for the purchase of computer software support on the City's Finance and Human Resource system as an exceptional situation exists and competitive bidding is not feasible.
