HomeMy WebLinkAbout162421 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 • NO. 16,242 • AN ORDINANCE TO AMEND SECTION 4 OF THE CITY CODE OF ORDINANCES TO PREVENT THE SALE OF ANY ALCOHOLIC BEVERAGE IN THE CITY BY RETAIL OR WHOLESALE LIQUOR DEALERS DURING CERTAIN HOURS. 457 WHEREAS, certain retail liquor establishments within the City have construed the language of Ark. Code Ann. § 3 -3 -210 (1987) and Little Rock, Ark., Rev. Code 4 -71 (1988) ("LRC"), to permit the sale of alcoholic beverages between the hours of 12 midnight Sunday night and 1:00 A.M. Monday morning; and WHEREAS, the sale of alcoholic beverages at this hour is causing the congregation of many people on the parking lots surrounding these outlets in the time immediately prior to the business actually opening, the time in which the business is open, and the time immediately after the business closing; and these patrons are becoming loud, boisterous, and, in some cases, drunk, resulting in disturbances of the peace; and WHEREAS, the health, safety and welfare of the public will be endangered by individuals engaging in these activities in the early morning hours in public places within the City of Little Rock. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: It shall be unlawful for any person in the City of Little Rock to sell, offer for sale or give away any alcoholic beverage between 1:00 A.M. and 7:00 A.M., Tuesday through Saturday, or on Sunday, or between midnight Sunday and 7:00 A.M. Monday morning, except as such sales are authorized by Ark. Code Ann. § 3 -9 -215 and § 3 -9- 401 -413 (1987), and by LRC 4 -71.
