! ! ! ! ! ! ! ! ! ! ! ! ! ! ! 0 ORDINANCE NO. 16,160 0 AN ORDINANCE TO AMEND THE ELLIS MOUNTAIN /CRYSTAL VALLEY LAND USE PLAN IN VARIOUS LOCATIONS AND FOR OTHER MATTERS. WHEREAS, the City Staff met with residents and property owners of the area to review the land use plan; and, WHEREAS,'after numerous neighborhood meetings to discuss the plan and changes to the plan, a set of amendments was developed; and, WHEREAS, the Planning Commission after review and public hearing recommends the changes to the adopted land use plan. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK. SECTION 1. Add low density multifamily to either side of Marsh Road south of Colonel Glenn. SECTION 2. Add General Commercial at the intersection of Colonel Glenn with the proposed West Loop. SECTION 3. Add two "Existing Commercial Nodes ", one at Rocky Lane and Colonel Glenn, the second along Crystal Valley between whippoorwill and Raines Road. SECTION 4. Add an office area between Lawson and Colonel Glenn west of David O Dodd. SECTION 5. Change the Park /Open Space area along Cooper Orbit Road north of Colonel Glenn (Lake Nixon) to Public Institutional. SECTION 6. Expand the Light Industrial area to the east and south at the Hugh Taylor /Lawson Road Intersection with Industrial use to the east of Hugh Taylor Road SECTION 7. Change the Neighborhood Commercial at Crystal Valley and Lawson to Public Institutional and change the northwest corner of the intersection from single family to Public Institutional. SECTION 8. Add an area of Office / MultiFamily north of the Public Institutional at Lawson /Crystal Valley to the light industrial west of Hugh Taylor Road. SECTION 9. Add two areas of Neighborhood Commercial, to the north (Lawson) and south (Raines) ends of Sullivan Road. G3 055 A3 SECTION 10. Remove the multifamily and low density multifamily �u uses at Crystal Valley and Raines Roads, as well as reducing the northern boundary of the commercial to a private road north of Raines Road. SECTION 11. Change the Public Institutional use at the southeast corner of Crystal Valley and Raines to Community Shopping. SECTION 12. Add an office area at Colonel Carl Miller and Lawson Roads. SECTION 13. Remove the Neighborhood Commercial and the southwest corner of Crystal Valley and Crystal Valley Extension. SECTION 14. Add Public Institutional on Crystal Valley south of Whippoorwill for an existing church and north of Haw Creek west of Crystal Valley Cove. SECTION 15. Change single family and Open Space to Agriculture at the end of Henderson Road to the county line. SECTION 16. For the purposes of this ordinance, a land use category is hereby created, entitled "Existing Condition Planned Commercial Development." The concept of an Existing Condition P.C.D. is the result of three unique characteristics of this extraterritorial planning and zoning effort as follows: 1. This effort was initiated by the City of Little Rock to plan and zone the extraterritorial area, and was not initiated by an applicant. 2. The Existing Condition P.C.D. applicants represented existing businesses which were located in the extraterritorial area and were not defined as commercial on the land use plan; and, through the planning process, have agreed to limited expansion of the existing businesses on ample sized tracts, that do not significantly impact the surrounding area. 3. The uniqueness of this process does not establish a further commercial need and shall not be recognized as creating a precedent for spot or strip commercial zoning. Two Existing Condition Planned Commercial Developments are on Colonel Carl Miller Road, Between Crystal Valley and West Baseline Roads; and one is on Crystal Valley Road, due west of the Little Rock City Limits.
