HomeMy WebLinkAbout165230 F-1 644 06� A/2- ORDINANCE NO. 16,523 1 2 0 3 rn AN ORDINANCE AMENDING THE LITTLE ROCK CODE 4 kz OF ORDINANCES TO REVISE LANDFILL RATES FOR "{ g COMPACTED AND NONCOMPACTED SOLID WASTE; FOR 6 A OTHER PURPOSES; AND CREATING AN EMERGENCY. 7 8 [ WHEREAS, the City of Little Rock is nearing completion of 0 9 10 construction of the new City landfill; and WREAS, the construction and operation costs of the new 11 landfill will significantly increase in order to meet current 12 and future landfill demands, as well as to comply with state and 13 federal solid waste mandates; and 14 Wes, the City has deemed it necessary to conduct a 15 study to determine the appropriate tipping fees to charge for 16 compacted and noncompacted solid waste; and 17 WHEREAS, R.W. Beck was selected by the City to prepare an 18 analysis of landfill rates based upon annual revenue 19 requirements and anticipated waste quantities; and 20 WHEREAS, the R.W. Beck analysis concludes that the 21 cost -based landfill rates should be amended as follows. , 22 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 23 THE CITY OF LITTLE ROCK, ARKANSAS: 24 SECTION 1. Little Rock, Ark. Rev. Code § 28 -8 shall be 25 amended to delete subparagraph (b) in its entirety and insert 26 the following language: 27 (b) The charges referred to in subsection (a) 28 hereof shall be as follows: 29 1. Each compacted cubic yard, including 30 building materials, five dollars and forty 31 cents ($5.40), with a minimum ten dollars 32 ($10.00) dumping fee. 33 2. Each cubic yard of tree stumps, five dollars and forty cents ($5.40), with a minimum twenty -five dollars ($25.00) dumping fee. 4. Each cubic yard of asbestos, twenty -five dollars ($25.00), with a minimum fifty dollars ($50.00) dumping fee. SECTION 2. Emergency. In order to meet the state and federal mandates for disposal of solid waste into municipal landfills, and to immediately prepare for increased waste stream disposal, the Little Rock Board of Directors hereby determines that an emergency is declared to exist, and this ordinance shall become effective immediately upon its passage.
