5 AN ORDINANCE TO REPEAL LITTLE ROCK,
6 ARK., ORDINANCE NO. 16,482
7 (SEPTEMBER 7, 1993); CANCELLING AN
8 ELECTION TO BE HELD NOVEMBER 16,
9 1993; DECLARING AN EMERGENCY; AND
10 FOR OTHER PURPOSES.

12 WHEREAS, the Board of Directors of the City of Little Rock
13 adopted Little Rock Ordinance, 16,482 (September 7, 1993),
14 calling an election for November 16, 1993; and
15 WHEREAS, after consideration of this issue the Board of
16 Directors has decided it would not be in the best interest of
17 the City to annex this land to the City of Little Rock.
18 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
19 THE CITY OF LITTLE ROCK, ARKANSAS:
20 SECTION 1. Little Rock, Ark. Ordinance No. 16,482
21 (September 7, 1993), is hereby repealed.
22 SECTION 2. The election scheduled for November 16, 1993,
23 set forth in that ordinance is hereby cancelled and the City
24 Attorney and City Clerk are directed to take all actions to
25 assure that the Pulaski County Election Commission removed the
26 issue from the November 16, 1993, ballot.
27 SECTION 3. EMERGENCY CLAUSE. The Board of Directors of the
28 City of Little Rock has reconsidered the issue of annexation and
29 determined that it is not in the best interests of the City to
30 annex this property at this time. An election has already been
31 scheduled for November 16, 1993, and certain actions will have
32 to be taken to prepare for that election within the next few
33 days. The repeal of the prior annexation ordinance must occur
34 immediately in order to preserve the public health, safety and
35 welfare and assure that the election does not occur. An

emergency is therefore declared to exist and this ordinance
1 shall be in full force and effect from and and after the date of
2 its adoption.
