4 AN ORDINANCE DISPENSING WITH THE
5 REQUIREMENT OF COMPETITIVE BIDDING AND
6 AUTHORIZING THE CITY MANAGER TO ENTER
7 INTO A CONTRACT WITH PESCO INTERNATIONAL
8 FOR THE PURCHASE OF THE COMPUTE -A -MATCH
9 SYSTEM.

11 WHEREAS, the Board of Directors may dispense with the
12 requirement of competitive bidding in exceptional situations where
13 such procedure is not feasible; and
14 WHEREAS, the Private Industry Council has approved use of
15 Job Training Partnership Act (JTPA) funds for a computer
16 assessment system; and
17 WHEREAS, federal regulations require that an objective
18 assessment be completed for individuals seeking education and
19 training services; and
20 WHEREAS, PESCO International is the sole source supplier of
21 the Compute -A -Match System for the state and consequently the only
22 source for this purchase; and
23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIREC'T'ORS OF
24 THE CITY OF LITTLE ROCK, ARKANSAS:
25 SECTION 1. The Board of Directors of the City of Little
26 Rock, Arkansas, finds that competitive bidding should be dispensed
27 with for the purchase of Compute -A- Match, a computer assessment
28 system, as an exceptional situation exists and competitive bidding
29 is not feasible.
30 SECTION 2. The City Manager is authorized to enter into a
31 contract with PESCO International for the expenditure of
32 $21,690.00 in Job Training Partnership Act (JTPA) funds for this
33 purchase.
