HomeMy WebLinkAbout16421M M = � M® == = M i 6- NO. 16,421 • 259 1 2 3 AN ORDINANCE CALLING A SPECIAL ELECTION IN THE 4 CITY OF LITTLE ROCK, ARKANSAS, ON THE QIIESTION 5 OF INCREASING THE TAX ON REAL AND PERSONAL 6 PROPERTY IN THE CITY OF LITTLE ROCK FROM ONE 7 PALL TO ONE AND NINE TENTH (1.9) MILLS TO BE 8 LEVIED AND COLLECTED FOR MAINTENANCE AND 9 OPERATION OF THE PUBLIC CITY LIBRARIES; 10 DECLARING AN EMERGENCY AND FOR OTHER PURPOSES. 11 12 WHEREAS, pursuant to Amendments 30 and 72 to the Arkansas 13 Constitution, 100 or more taxpayers of City of Little Rock, 14 Arkansas, may file a petition with the Mayor asking that the 15 library tax upon real and personal property be levied and 16 collected for the maintenance and operation of the public city 17 libraries and requiring that the question be submitted to the 18 electors; and 19 WHEREAS, such petition has been submitted to the Mayor in 20 proper form with the required number of signatures. 21 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 22 THE CITY OF LITTLE ROCK, ARKANSAS: 23 SECTION 1. That there be, and is hereby called, a special 24 election to be held on July 27, 1993, at which election there 25 shall be submitted to the electors of the City the question of 26 increasing the annual tax levied for the purpose of maintaining 27 and operating the Public City Libraries operated by the City of 28 Little Rock and the Central Arkansas Library System from One (1) 29 mill to One and Nine Tenths (1.9) mills on the dollar assesses 30 valuation of all real and personal property subject to taxation 31 in the City of Little Rock, Arkansas. 32 SECTION 2. The ballot title on the question of adoption of 33 the Library Tax shall be in the following form: 34 35 36 O -&p - D-I 260 1 PROPOSED INCREASE OF LIBRARY TAX FROM ONE (1) KILL TO ONE 2 AND NINE TENTH (1.9) MILLS ON ASSESSED VALUATION OF REAL 3 AND PERSONAL PROPERTY IN THE CITY OF LITTLE ROCK, ARKANSAS 4 (Referred to the people by the Board of Directors through 5 the adoption of Ordinance No. ). 6 7 ON THE QIIESTION OF INCREASING THE LIBRARY TAX AUTHORIZED 8 PURSUANT TO AMENDMENTS SO AND 72 TO THE ARKANSAS 9 CONSTITUTION FROM ONE (1) KILL TO ONE AND NINE TENTH (1.9) 10 MILLS ON REAL AND PERSONAL PROPERTY TO BE USED FOR 11 MAINTENANCE AND OPERATION OF THE PUBLIC CITY LIBRARIES 12 OPERATED BY THE CITY OF LITTLE ROCK AND THE CENTRAL 13 ARKANSAS LIBRARY SYSTEM. 14 15 FOR increase of tax on real and personal property to be 16 used for maintenance and operation of the public city 17 libraries from One (1) mill to One and Nine Tenths (1.9) 18 mills.............. ............................... 19 20 AGAINST increase of tax on real and personal property to be 21 used for maintenance and operation of the public city 22 libraries from One (1) mill to One and Nine Tenths (1.9) 23 mills .............. ............................... / / 24 SECTION 3. That the results of the election shall be 25 certified by the Election Commissioners and proclaimed by the 26 Mayor, and his proclamation shall be published one time in a 27 newspaper having general circulation in the City, which 28 proclamation shall be conclusive unless attacked in the courts 29 within thirty (30) days. 30 SECTION 4. That the Mayor and City Clerk, for and on behalf 31 of the City, are hereby directed to do all things necessary to 32 call and hold the special election and to perform all acts 33 necessary to carry out the intent of this Ordinance. 34 35 36 (2) 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 SECTION 5 EMERGENCY. It is hereby found and determined by the Board of Directors of the City that there is an immediate need for additional revenue for the Public Library operated by the City of Little Rock and the Central Arkansas Library System to protect the health, safety and welfare of the City and its inhabitants, that this Ordinance should be given immediate effect in order to provide for a timely election. Therefore, an emergency is declared to exist, and this Ordinance being necessary for the preservation of the public peace, health, welfare and safety shall be in force and take effect from and after its passage and approval.
