HomeMy WebLinkAbout164131 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 ORDINANCE NO. 16,413 AN ORDINANCE TO APPROVE A CONTRACT BETWEEN THE DONAGHEY PROJECT FOR URBAN STUDIES AND DESIGN /UALR AND THE CITY OF LITTLE ROCK FOR THE PANKEY COMMUNITY PLAN WITHIN THE CITY; TO WAIVE COMPETITIVE BIDDING; AND FOR OTHER PURPOSES. WHEREAS, the Board of Directors of the City of Little Rock specified that $25,000 of the Community Development Block Grant (CDBG) Program for the 18th (FY 1992) funds be utilized to prepare a Community Plan for the Pankey Neighborhood, the City adopted the grant on March 17, 1992, Resolution No. 8,677; and WHEREAS, numerous other participants (residents, staff, and students) will be contributing to the community plan; and WHEREAS, the City desires to contract with Donaghey Project for Urban Studies & Design /UALR to aid in the development of a plan that would create and induce further residential development and redevelopment of existing properties and other structures; and WHEREAS, it is impractical and unfeasible to competitively bid for the contractual aspects of any agreement between the City and the Donaghey Project for Urban Studies & Design /UALR. 243 D6o Z/ C-F I 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 • NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Manager is authorized to enter into a contractual agreement with the Donaghey Project for Urban Studies & Design /UALR for the purpose of preparing a community plan for the Pankey Neighborhood, and serve as the prime source of support and public information regarding the project, and to receive the fee of $19,500 from the City. SECTION 2. Because the City can obtain these services through Donaghey Project for Urban Studies & Design /UALR in the most effective manner, the Board of Directors finds that it is impractical and unfeasible to competitively bid for the services and products to be included in the contract.
