AN ORDINANCE ESTABLISHING CHENAL VALLEY
MUNICIPAL PROPERTY OWNERS IMPROVEMENT DISTRICT
NO. 3 OF THE CITY OF LITTLE ROCK, ARKANSAS;
AND PRESCRIBING OTHER MATTERS RELATING
THERETO.
WHEREAS, on March 12, 1993, there was filed with the City
Clerk of the City of Little Rock a Petition praying that the real
property described in the Petition be formed into an improvement
district under the Municipal Property Owner's Improvement District
Law (Arkansas Code Annotated, Title 14, Chapter 94); and
WHEREAS, the Petition was presented to the Mayor of the City
and the Mayor set April 6, 1993 at 6:00 o'clock p.m., as the date
and time for a hearing before the Board of Directors of the City
for consideration of the Petition; and
WHEREAS, the hearing has been held by the Board at the time
and on the date set by the Mayor; and
WHEREAS, the Board of Directors has heard all parties
desiring to be heard and has determined that the Petition is signed
by the sole owner of record title to all real property described in
the Petition, and that all such real property is located within the
corporate limits of the City of Little Rock;
NOW, THEREFORE, BE IT ORDAINED by the Board of Directors of
the City of Little Rock, Arkansas:
Section 1. There is hereby established a Municipal
Property Owners Improvement District (the "District ") under the
Municipal Property Owner's Improvement District Law for the
purposes of (1) constructing a street located as shown and labeled
"Chenonceau Boulevard" on the "Revised Land Development Plan"
(Plan) attached to the Petition; (2) widening Chenal Parkway at its
intersection with the proposed Chenonceau Boulevard, as shown on
the Plan, to provide turning lanes; (3) constructing an outfall
sanitary sewer collection system and appurtenances, as an extension
of and to be connected to and become a part of the Little Rock
Municipal Sewer System to provide sanitary sewer services to the
property within the District; and (4) constructing a water
transmission system and appurtenances as an extension of and to be
connected to and become a part of the Little Rock Municipal
Waterworks, so as to provide water to property within the District.
The following real property shall be included in the district:
Part of Sections 14, 22 and 23, T -2 -N, R -14 -W, Pulaski
County, Arkansas and part of Maumelle Orchard Addition
(lying in Section 15, T -2 -N, R -14 -W, Pulaski County,
Arkansas) , all more particularly described as: Beginning
at the Southeast corner of the NW1 /4, NE1 /4, said Section
23; thence Westerly along the South line of said NW1 /4,'

NE1 /4 to the Northeast corner of the SE1 /4, NW1 /4, said
Section 23; thence South along the East line of said
SE1 /4, NW1 /4, to the Southeast corner thereof; thence
Westerly along the South line of said SE1 /4, NW1 /4, to
the Southwest corner thereof; thence North along the West
line of said SE1 /4, NW1 /4, to the Southeast corner of the
N1 /2, SE1 /4, SW1 /4, NW1 /4; thence West along the South
line of said N1 12, SE1 /4, SW1 /4, NW1 /4, to the Southwest
corner thereof; thence North to the Southeast corner of
the W1 /2, NW1 /4, NW1 /4; thence West along the South line
of said W1 /2, NW1 /4, NW1 /4, to the Southwest corner
thereof; thence North along the West line of said W1 /2,
NW1 /4, NW1 /4, to the Southeast corner of the N1 /2, NE1 /4,
NE1 /4, said Section 22; thence West along the South line
of said N1 /2, NE1 /4, NE1 /4, to the Southwest corner
thereof; thence North along the West line of said N1 /2,
NE1 /4, NE1 /4, and the West line of the E1 /2, E1 /2 said
Section 15 to a point on the Westerly projection of the
North line of Tract 75, Maumelle Orchard Addition; thence
Easterly along said Westerly projection, along the North
line of said Tract 75, along the North line of Tract 76,
Maumelle Orchard Addition and along the Easterly
projection of the North line of said Tract 76 to the
Northwest corner of the SW1 /4, SW1 /4, said Section 14;
thence East along the North line of the S1 /2, S1 /2, said
Section 14 to a point on the Northerly projection of the
West line of Tract 'BI Glenn Johnson Ranch Subdivision;
thence South along said Northerly projection and the West
line of said Tract 'B', to the Southwest corner of said
Tract 'B', said corner lying on the common East -West line
of said Sections 14 and 23; thence East along the South
line of said Tract 'B' and the South line of said Section
14, to the Northwest corner of Lot 2, said Glenn Johnson
Ranch Subdivision and the East line of the W1 /2, NE1 /4,
said Section 23; thence South along the West line of said
Glenn Johnson Ranch Subdivision and the East line of said
W1 /2, NE1 /4, to the point of beginning.

Section 2. The name of the District shall be "Chenal
Valley Municipal Property Owners Improvement District No. 3 of the
City of Little Rock, Arkansas."
Section 3. Ron Pearce, James Baine and Emily Evers are
hereby appointed as commissioners of the District.
