UNITED STATES, ET AL., FROM THE GENERAL FUND BALANCE, AND DECLARING AN EMERGENCY. WHEREAS, the City of Little Rock has reached a settlement with Plaintiff Vernon King, in the amount of $4,000, and Intervenor Edward Moore, in the amount of $25,000, in the case of Vernon King and Edward Moore v. United States'of America and the City of Little Rock, U.S. District Court Case No. LR -C- 92-49; and WHEREAS, an appropriation is required to disburse monies from the unappropriated General Fund balance. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. Twenty -five thousand dollars ($25,000) is hereby appropriated from the General Fund balance to be disbursed by the Finance Director and made payable to United States of America. SECTION 2. Four thousand dollars ($4,000) is hereby appropriated from the General Fund balance to be disbursed by the Finance Director and made payable to United States of America. SECTION 3. Emergency. Whereas, these funds are necessary to secure a good faith settlement negotiated between the City and the United States of America in Vernon King v. United States of America, et al., U.S. District Court Case No. LR- C- 92 -49; such settlement being necessary to the public peace, health, and welfare of the citizens of the City, an emergency is hereby declared and this ordinance shall take effect immediately upon its passage.
