HomeMy WebLinkAbout16367F D ORDINANCE NO. 16,367 AN ORDINANCE AMENDING ORDINANCE NOS. 13,920, 14,159, 15,391 AND 15,777 AN ORDINANCE ESTABLISHING PERMIT FEE SCHEDULES FOR BUILDING, ELECTRICAL, PLUMBING, AND RELATED WORK PERFORMED IN THE CITY OF LITTLE ROCK; REPEALING ALL TECHNICAL CODE ORDINANCE AND CODE OF ORDINANCE PROVISIONS IN CONFLICT HEREWITH; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. The following are hereby established as permit fee schedules for building, electrical, plumbing, and other related work in the City of Little Rock, Arkansas: FEE SCHEDULE I. Building Permit Fees A. New Construction (1) One and two - family dwellings; $.045 /sq. ft. under roof. (2) All other occupancies not listed in (1) above: $.05 /sq. ft. under roof. (3) Covered walkways, roofed patios, open sheds: $.02 /sq. ft. of covered area. 1 • � 88 B. Repair /Alterations/Additions to Existing Construction When roof line is extended or cost of labor and materials is $1,000.00 or more: $12.00 for Fast $1000.00 value $7.00 for each additional $1000.00 or fraction thereof. Cost of repair permit shall not exceed cost of permit if work is considered as new construction. C. Barricade Fees The area of public property on which fees shall be paid shall be that space enclosed within and occupied by any barricade, fence, covered walkway or tunnel. Charges shall be made for the day, and any fraction of a day, on the following basis: for public space occupied - $.01 per square foot, with a minimum fee of $20.00 per day. D. House Moving Fees Moving structure off lot $100.00 Moving structure on same lot $ 50.00 Inspection fee inside City $ 25.00 Inspection fee outside City but in Pulaski County $ 50.00 Inspection fee outside Pulaski County but in State of AR $100.00 E. Demolition of Structure: $.02/sq. ft of floor area. Minimum $25.00 fee F. Fuel Tanks and Pumps: (New or Replacement) Tanks $35.00 Pumps $25.00 2 M M G. Fences, Walls, Awnings, Etc.: Any construction projecting more than one (1) foot above grade and not specifically covered elsewhere in this schedule shall be charged at the rate of item B. above: "Repair /Alterations /Additions to existing construction ". H. Minimum fee for any permit shall be $20.00 I. Investigative Fee In those instances wherein the information submitted to obtain a permit is inadequate or incomplete, or work has begun without a permit, or an inspection is required to determine the "on- site" conditions prior to issuance or denial of a permit, the Building Official may charge the owner an investigative fee of $25.00. The payment of the investigative fee shall not exempt any person from compliance with the provisions of the code, or from any penalty prescribed by law. J. Reinspection Fee A reinspection fee of $20.00 will be charged when an additional trip is made by an inspector, due to rejections, lock -outs, insufficient information as to location of building or structure, work not ready for inspection, or any other cause due to neglect or failure on the part of the applicant. K. Plan Checking Fee (A) When the valuation of the proposed construction exceeds $1000.00 and a plan is required. A plan checking fee shall be paid at time of application. This fee will be non - refundable regardless if the application is approved, denied or withdrawn. 3 . � so (B) New Building Construction: Added square feet (1) Fee shall be 25% of the total building fee and in no case shall be less than $50.00 (C) Remodels: No added square feet. (1) Fee shall be 25% of the total building fee and in no case shall be less than $25.00 L. Blasting Fee In addition to insurance and bond as required in Ordinance #11,361, a permit fee of $20.00 per day shall be paid. M. Curb Cuts (1) Residential drives: $3.00 per cut (2) Commercial drives: $6.00 per cut (3) Minimum fee: $20.00 N. Tent Permit Flat fee of $20.00 upon proper completion of Fire Department Approval Form. O. Construction Shack or Field Office Flat fee of $20.00 with site plan. Fee waived if included with permit application. P. Franchise Fee (Public Right -Of -Way) A flat fee of $75.00 shall be included with each permit application Q, Copy Fees (I) Duplicate Permit Cards (lost, stolen, misplaced, etc.) $5.00 per card 4 (2) Permit Background Computer Readouts $2.00 per copy (3) All other copies $.50 per copy R. Board of Appeals applications (building or electrical) A flat fee of $25.00 shall be included with each Board of Appeals application. II. Electrical Permit Fees A. Temporary Power Requirements: Before any power is supplied to the permanent distribution system of a building under construction, written notice must be submitted to this office noting the length of time the temporary power will be needed before the final electrical inspection is made, the understanding that the structure will not be occupied until after the final inspection, and that the party submitting the request will assume liability of any damage incurred as a result of disconnection of power from the building as a result of a violation of this ordinance. The time limit on temporary power being furnished to the building will be determined on the basis of need, not to exceed thirty (30) days. An extension of time may be granted only by special permission. F. Work With No Permit In case it shall be discovered that any electrical work has been installed or put into use for which no permit has been issued, the violator shall pay a fee equal to three (3) times the permit fee which shall have been paid for work done in violation thereof and no additional permits shall be granted until all fees have been paid. III. Plumbing Permit Fee A. New Construction (1) One and two - family dwellings: $.04 /sq. ft. under roof (2) All other occupancies: As set forth in the unit cost schedules in paragraph III, B 8 M i ! M ! M = = 13 0 0 Repair /Alterations/Addition to Existing Construction: Unit Costs: (1) Each plumbing fixture outlet or appliance $4.00; Shall include each water closet, urinal, bidet, sink, lavatory, basin, laundry sink, wash tray, dishwasher, garbage disposal, ice maker, beer or soda fountain, bath tub, hot tub, shower, sauna, drinking fountain, wet bar, washing machine, hose cabinet or hose rack, fire pump, sewer ejector, cooling tower, sill cock, `dental unit, hub drain, floor, area or roof drain, sand trap, grease trap, sump pump; or any other plumbing element commonly known as a plumbing fixture. (17) Investigative Inspection (Each) $25.00 As per conditions of I. I. D. Work located out of City limits shall be charged a surcharge of 50 °/u of total permit charge. E. Work with no permit The penalty for failure to obtain a permit for work as called for in City Code shall be as described in the penalty section of this Code, and in addition to any such fine or imprisonment as may be imposed pursuant to said penalty section, the violator shall pay a fee equal to three times the permit fee which shall have been paid for work done in violation hereof. SECTION 2. Fees on all work requiring a building permit as set forth in Section 105 ofThe Arkansas Fire Prevention Code shall be paid as required at the time offiling an application: SECTION 3. The provisions of all technical codes, ordinances and codes of ordinances in conflict with the provisions of this ordinance are hereby repealed. SECTION 4. The fees are necessary to adequately provide for the funding of certain City programs necessary to the public health, safety and welfare; therefore, an emergency exists and this Ordinance shall be in full force and effect from and after its passage.
