ORDINANCE NO. 15,051 8
AN ORDINANCE PROHIBITING THE SALE, POSSESSION,
MAINTENANCE OR KEEPING OF INNATELY WILD, NON -
DOMESTIC ANIMALS; NON -HUMAN PRIMATES; AND
VENOMOUS REPTILES WITHIN THE CITY LIMITS OF
LITTLE ROCK; PROVIDING FOR A PENALTY; AND
FOR OTHER PURPOSES.
WHEREAS, the possessing, maintaining and keeping of
innately wild animals presents an imminent threat to the public
peace, health, safety and welfare of the citizens of Little Rock.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. DEFINITIONS:
(1) CARNIVORA shall include but not be;.limited
to the following families, with representatives of those families
as indicated:
A. Ursidae: bears
B. Canidae: wolves, coyotes, foxes
C. Hyaenidae: hyenas
D. Felidae: lions, tigers, leopards, °
American lions (commonly known as pumas,
cougars, and panthers), cheetahs, bobcats, W

ocelots, jaguars, African panthers, lynx,

margays i
E. Procyonidae: raccoons and relatives
F. Mustelidae: weasels, skunks and relatives x
n
G. Viverridae: binturongs, civets and relatives a
(2) INNATELY WILD ANIMALS shall include all

members of the order Carnivora which are all meat - eating animals Ln
excluding domestic breeds of dogs, cats, and ferrets.
(3) NON -HUMAN PRIMATES shall include but not be o
limited to the following families: m

1 A. Monkeys: spider monkeys, squirrel
2 monkeys, marmosets, baboons and
3 relatives
4 B. Great Apes: gorillas, orangutans,
5 gibbons, siamangs, chimpanzees and
6 relatives
7 (4) VENOMOUS REPTILES shall include but not be
8 limited to the following families:
9 A. Colubridae (two genera only), Dispholidus
10 (boomslang) and Thelotornis (twig snake)
11 B. Elapidae: cobras, kraits, coral snakes
12 and relatives
13 C. Hydrophidae: sea snakes
14 D. Viperidae: vipers, adders
15 E. Crotalidae: pit vipers (commonly known
16 as rattlesnakes, water moccasins,
17 copperheads)
18 F. Helodermatidae: gila monsters
19 SECTION 2. The sale, possession, maintenance or keeping
20 of innately wild animals, non -human primates and venomous
21 reptiles within the City of Little Rock is hereby prohibited.
22 SECTION 3. This Ordinance shall not apply to the Little
23 Rock Zoo, the Museum of Science and History, any bonafide circus,
24 research or educational institutions complying with applicable
25 laws and regulations, or to professional members of the Arkansas
26 Herpetological Society who have received prior approval from the
27 Director of the Little Rock Zoo.
28 SECTION 4. PENALTIES:
29 (1) That any person, firm or corporation
30 possessing, maintaining, keeping or selling innately wild animals
31 in the City of Little Rock in violation of this Ordinance shall
32 be deemed guilty of a misdemeanor, punishable by a fine of not
33 more than Five Hundred Dollars ($500.00). It is hereby provided
34 that each additional day of possessing, keeping, maintaining or
35 selling said innately wild animal shall constitute an additional

and separate violation of this Ordinance, punishable by the
aforementioned penalties.
(2) There shall be a three (3) day grace period
for removal of the innately wild animal from the City of Little
Rock before said penalty shall be imposed.
(3) The enforcement of the provisions of this
Ordinance shall be the responsibility of the Department of Animal
Control.
SECTION 5. A determination of any provisions of this
Ordinance as void or invalid shall not render the remaining
provisions of this Ordinance void or invalid, but said remaining
provision(s) shall remain in full force and effect.
SECTION 6. All ordinances or parts of ordinances in
conflict herewith are hereby repealed.
SECTION 7. This Ordinance shall be in full force and
effect thirty (30) days from and after its passage.
