ORDINANCE NO. 15,222
AN ORDINANCE PROVIDING FOR AND ADOPTING
A BUDGET FOR OUTSIDE AGENCY SUPPORT FOR
THE PERIOD BEGINNING JANUARY 1, 1987 AND
ENDING DECEMBER 31, 1987; AND DECLARING
AN EMERGENCY.

WHEREAS, various requests for financial support have been
made by outside agencies of the City for funds to be appropriated
by the Little Rock Board of Directors in 1987.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. There is hereby appropriated from the General
Fund the following amounts as listed below:
Central Arkansas Transit $ 1,143,900
Library 210,000
Museum 193,978
Arts Center 300,000
Pulaski County Health 103,326
Metrocentre 65,000
Downtown Partnership 80,000
Arts & Humanities Commission 80,000
West Loop Extension 175,000
TOTAL $ 2,351,204
SECTION 2. The Board of Directors for the City of Little
Rock recognizes that the outlook for available revenues in 1988
and 1989 is such that the above listed agencies should anticipate
substantial reduction in these funds of a minimum of twenty -five
percent (25 %) in both of the aforementioned years. The Board of
Directors further recognizes that this expectation of reduction
during the years 1988 and 1989 will not apply to Metrocentre or
the West Loop Extension due to the passage of previous
resolutions by the Board which recognize the necessity for
certain levels of financial support relating to the issuance of
various construction bonds.

SECTION 3. As a condition precedent to the receipt of
the aforementioned funds, the Board of Directors requests that
the administrative boards or commissions of the agencies herein
listed, agree by resolution to work with the City Manager and his
staff to:
(a) outline a five (5) year projection for their
revenues and expenses;
(b) explore revenue alternatives; and
(c) develop with the Arts and Humanities Commission
promotions to enhance revenues wherever
applicable.
SECTION 4. Declaring an Emergency. It is hereby found
and determined that there is an immediate and urgent need for the
adoption of this 1987 Outside Agency Budget so that all of the
various obligations including payroll, can be met and so that the
City of Little Rock can continue to provide said services as are
necessary for the public's health, safety and welfare.
Therefore, an emergency is declared to exist and this Ordinance
shall be in full force and effect on January 1, 1987.
