HomeMy WebLinkAbout15216ORDINANCE NO. 15,216 425 AN ORDINANCE ASSESSING THE VALUE OF BENEFITS TO BE RECEIVED BY THE OWNERS OF EACH OF SEVERAL LOTS, BLOCKS, AND PARCELS OF LAND WITHIN RIVER RIDGE POINTE STREET IMPROVEMENT DISTRICT NO. 638 OF LITTLE ROCK, ARKANSAS; AND FOR OTHER PURPOSES. WHEREAS, a majority in value of the property holders owning property adjoining the locality to be affected and situated in River Ridge Pointe Street Improvement District No. 638 of Little Rock, Arkansas, organized for the purposes of constructing within the District waterworks or water pipes, sewers, streets and sidewalks to serve the inhabitants of said district; to maintain, repair and operate such new or existing facilities; and for constructing water and /or sewer lines beyond the boundaries of said District, including acquisition of any required rights -of -way if necessary, to make the desired connections with the water and /or sewer systems of Little Rock, Arkansas, said purposes to be accomplished in the manner and of the materials that the commissioners of the District shall deem to be in the best interest of the district, and the cost thereof to be assessed upon the real property of the District according to the benefits received; and WHEREAS, the Board of Directors has established the District to accomplish the above purposes by passing Ordinance No. 15,192 of the ordinances of the City on October 21, 1986; and `'9 • 426 WHEREAS, the Commissioners of the District have made and filed plans for the improvements with the City Clerk and have reported: to: -the - Board of Directors the - estimated cost of the improvements; and WHEREAS, the assessments have been duly made by the Board of Assessors of the District, who were appointed by the Board of Directors, and filed in the office of the City Clerk pursuant to law, and notice of such filing was duly published in the Arkansas Democrat, a newspaper published in and of general circulation in the City of Little Rock, Arkansas, on the 22nd day of November, 1986; and WHEREAS, no protest of any assessment has been received; and WHEREAS, the benefits received by each and every block, lot and parcel of real property situated in the District equal or exceed the local assessment thereon; and WHEREAS, the estimated cost of the improvement to the District is $ 932,100.00 . WHEREAS, the assessed benefits amount to $3,201,927. NOW, THEREFORE, BE IT ORDAINED by the Board of Directors of the City of Little Rock, Arkansas; Section 1. That each of the blocks, lots and parcels of real property in the District be assessed according to the assessment list of the District as the same now remains in the office of the City Clerk, and that 5.45 percent of the assessment of each of the blocks, lots and parcels shall be collected by the County Collector with the first installment of general taxes becoming due in the year 1987 and annually thereafter with the first installment of general taxes until the whole of the local assessment shall be paid. Of the 5.45 percent of the assessment collected each year of each of the blocks, lots and parcels, $500 shall be allocated to maintenance of the District's improvements, and the remainder allocated to retirement of the District's proposed construction bonds. Section 2. That all ordinances and resolutions and parts thereof in conflict herewith are hereby repealed to the extent of such conflict, and this ordinance shall be in full force and effect from and after its passage.
