2 AN ORDINANCE APPROPRIATING FUNDS FOR THE LITTLE ROCK
3 MUNICIPAL COURTS; AUTHORIZING POSITIONS IN LIEU OF
4 LEGISLATIVELY MANDATED POSITIONS; PROVIDING FOR SALARY
ADJUSTMENTS; AND DECLARING AN EMERGENCY.

6 WHEREAS, the General Assembly of Arkansas has authorized by
7 Statute certain positions and salaries for the staffing of the
8 Little Rock Municipal Courts; and
9 WHEREAS, no appropriation was made by the City of Little
10 Rock for certain positions in the 1986 Traffic Court operating
11 budget; and
12 WHEREAS, these positions are necessary for the effective
13 administration of justice; and
14 WHEREAS, it has been determined that certain salary
15 adjustments are necessary so that compensation for parallel job
16 classifications is consistent between both Criminal Court and the
17 Traffic Court.
18 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
19 THE CITY OF LITTLE ROCK, ARKANSAS:
20 SECTION 1. There is hereby appropriated the sum of
21 $25,287.00 for reinstatement of salaried positions for the period
22 ending December 31, 1986. The authorized positions shall be one
23 (1) DWI Clerk at an annual salary of $16,500; one (1) Probation
24 Assistant at a salary of $16,500; and, one (1) Probation Officer
25 at a salary of $22,000. These positions are.funded in lieu of
26 filling the following legislatively mandated positions of
27 Probation Officer, Accounting Clerk, Law Clerk, and Antabuse
28 Nurse.
29 SECTION 2. There is hereby appropriated the sum of
30 $4,180.68 to the Little Rock Criminal Court budget for the
31 remainder of the year to provide for salary adjustments so that
32 job classifications between the Little Rock Criminal Court and
33 the Little Rock Traffic Court may be parallel.
34 SECTION 3. Declaring an Emergency. It is hereby found and
35 determined that there is an immediate and urgent need for
36 adopting this ordinance in order that the Municipal Courts may

continue to operate and the citizens of the City of Little Rock
can be better protected and served. Therefore, an emergency is
hereby declared to exist and this ordinance being necessary for
the preservation and advancement of the public health, safety and
welfare, shall be in full force and effect from and after its
passage.
