AN ORDINANCE ESTABLISHING SEWER IMPROVEMENT
DISTRICT NO. 147 OF LITTLE ROCK, ARKANSAS
WHEREAS, parties claiming to be a majority in value or
more in assessed value of real property located within the
territory hereinafter described, have filed petitions praying
that an improvement district be established for the purposes
hereinafter set out, and
WHEREAS, after due notice as required by law, the Board
of Directors of the City of Little Rock, Arkansas, has heard
all the parties desiring to be heard, and has ascertained that
said petitions were signed by a majority in value or more in
assessed value of the owners of real property within the
territory, now, therefore,
BE IT ORDAINED by the Board of Directors of the City of
Little Rock, Arkansas:
SECTION 1. There is hereby established an improvement
district embracing the following real property in the City of
Little Rock, County of Pulaski, State of Arkansas, to -wit:
A tract of land located in Section 10,
Township 1 North, Range 13 West, Pulaski
County, Arkansas more particularly described
as follows:
The Northeast Quarter (NE 1/4) of the
Northwest Quarter (NW 1/4) and all of
Blocks 1 through 16 of Hicks Inter Urban
Addition, a subdivision of the Southeast
Quarter (SE 1/4) of the Northwest Quarter
(NW 1/4) and the Northeast Quarter (NE 1/4)
of the Southwest Quarter (SW 1/4), containing
145 acres more or less;
for the purposes of constructing within the district a sanitary
sewer collection system to serve the inhabitants of the dis-
trict, and constructing a sanitary sewer line beyond the bound -
aries'of the district, if necessary, to make the desired

connection with the sanitary sewer system of Little Rock,
Arkansas; such purposes to be accomplished in the manner and of
the materials that the commissioners of the district shall deem
to be in the best interest of the district, and the cost thereof
to be assessed upon the real property above described according
to the benefits received.
The district shall be known a "Sewer Improvement District No.
147 of Little Rock, Arkansas "; and Frank Daley, Darcia Norwood
and Ernest Ekrut who are owners of real property within the
district are hereby named commissioners and shall compose the
Board of Improvement for the district.
SECTION 2. There is hereby declared to be an existing
emergency in that there is an immediate need for the formation of
this sewer improvement district to promote and protect the
health, safety and welfare of the citizens of Little Rock,
Arkansas and this ordinance shall be in full force and effect
from and after its passage.
